INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The scopes of consultancy services for the feasibility study include but are not limited to are as follows:
A. Detail Feasibility Study:
Conduct Detail Topographic survey using latest technology and equipments (e.g. RTK- GPS, DGPS, Total Station etc.) along the project area to identify suitable alignment.
Recommendation for best suitable alignment duly considering the topography, land formation, commercial aspects, economical and safeguard considerations, existing infrastructures of the area, ongoing and future development plan and schemes of both the government of Bangladesh and private sectors in the area.
• Conduct hydrological and morphological study where needed.
• Conduct detail Hydrographic survey where needed.
• Conduct detail soil investigation along the alignment.
Recommendation for the best possible technical solution for Signalling & Telecommunication system to be concerned.
Conduct detail traffic survey and collect both primary and secondary data to find out actual demand of transportation facilities in proposed Bay Terminal railway link.
Economic and Financial analysis for the project is to be prepared in accordance with the standard practice and guidelines of planning commission for considering the project viable.
Conduct Social Impact Assessment and analysis according to GOB’s Guideline.
Prepare a Land Acquisition Plan (LAP) with cost and a Resettlement Action Plan (RAP) acceptable to the Government in compliance with the Requisition of Immovable Property Ordinance (1982) of Bangladesh and relevant laws and regulations related to land acquisition and resettlement.
The project will have to be screened for its environmental impacts compliance with the requirements of the Government’s Guidelines.
B. Detail Engineering Design & Tender Document Preparation:
Detail Design of all the structures. This will include detail design of embankment, railway track, bridge, stations and yards, signaling and telecom, other relevant structures, residential and functional buildings and other facilities.
Dynamic analysis of the main bridges & other structures should be performed where applicable according to the international best practices.
Stability of all the structures should also be checked against earthquake & wind loads where applicable according to the international best practices.
Prepare detail cost estimates for the proposed project, showing foreign exchange, local currency, tax and duty elements etc. Cost estimates will be conducted keeping in view of the international trends in price fluctuation and exchange rates, international shipping rates and steel prices, which are undergoing rapid changes.
Preparation of construction work plan in detail.
Economic and Financial Analysis of the project based on the cost of detail design.
Prepare Terms of Reference for construction supervision consultancy services;
Prepare bills of quantities (BOQ) of all designed components based on detailed cost estimate. Bill of quantities and tender base prices would be fixed accordingly.
Prepare a Development Project Proforma (DPP) at first based on the feasibility study and then according to the detail design. |

The Consulting firm(s) shall be eligible to participate and shall have the following experience and resources but not limited to:
a)
The Consulting firm shall have working experience(s) comprising of conducting similar study, investigation & engineering design.
b) The Consulting firm shall have adequate number of human resources with experience relevant to the assignment are as follows:
Detail Feasibility Study:
Team Leader, Transport Economist, Railway track Engineer, Survey Engineer, Railway Bridge Engineer, Foundation Engineer/Geotechnical Engineer/Structural Engineer, Quantity Surveyor, Signal & Telecommunication Engineer, Environmental Specialist, Embankment Engineer, Sociologist/Resettlement Specialist.
Detail Engineering Design & Tender Document Preparation:
Team Leader, Transport Economist, Railway track Engineer, Survey Engineer, Railway Bridge Engineer, Foundation Engineer/Geotechnical Engineer/Structural Engineer, Quantity Surveyor, Signal & Telecommunication Engineer, Environmental Specialist, Embankment Engineer, Sociologist/Resettlement Specialist, Contract Specialist.
The above mentioned human resources with experience relevant to the assignment will be required for conducting Detail Feasibility Study and Detail Engineering Design & Tender Document Preparation.
c)
The consulting firm shall have adequate Physical Resources such as office, working equipment, Testing facilities, IT facility, Survey equipment, logistical support etc.
d) The consulting firm shall have adequate financial capability such as turnover, liquid asset etc.
e)
The Chief Engineer/East, Bangladesh Railway now invites eligible applicants (consulting firms) to indicate their interest in providing the aforesaid consultancy services. Interested consulting firms are invited to provide information indicating that they are qualified to perform the services (Brochures, description of similar assignments, experience in similar operating conditions, availability of appropriate professional qualification and experiences of staff, financial capabilities etc.).The Expression of Interest (EOI) shall be evaluated on the basis of the following to prepare a short list:
• Age of the firm in respect of Registration.
• Brochure(s) containing firm’s available facilities, areas of professional /expertise/specialization for the assignment.
• Description of similar assignments (Design study for construction of new railway track including Railway Bridges) with documentary evidence.
• Experience in similar operating conditions.
• Availability of appropriate professional qualifications and experience among staff and availability of adequate resources for the assignment.
• Financial and Managerial capacity.
The services for the assignment shall have to be delivered within 08 (six) months from the effective date of signing the contract for Detail Feasibility Study(4 months) and Detail Engineering Design & Tender Document Preparation (4 months). |
