| Brief Description of Assignment |

The project comprises the following components:
i. Land Development of Depot;
ii. Civil Works of Depot;
iii. Construction of Main Line and Stations from Hemayetpur to Vatara (Elevated:6.00 kilometer, 5 Stations; Underground: 13.6 kilometer, 9 Stations);
iv. Electrical and Mechanical Systems; and
v. Rolling Stocks and Equipment for Depot.
7. The objective of the consulting services is to achieve the efficient and proper preparation and implementation of the Project through the following works:
i. Basic Design for Electrical & Mechanical System and Rolling Stocks;
ii. Basic Design and Detailed Design for main lines and stations (Underground and Elevated);
iii. Tender Assistance;
iv. Construction Supervision;
v. Institutional Development;
vi. Management and Operational Support;
vii. Training of DMTCL Staff;
viii. Facilitation of implementation of Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP) and Resettlement Action Plan (RAP);
ix. Technology Transfer;
x. Non-Rail Business Strategy Plan, Design and Development for Station Area;
xi. Security Assessment and Risk Mitigation;
xii. Surveys;
xiii. Utility Relocation Assistance; and
xiv. Public Relations Activities.

The Consultants will be selected under Quality Based Selection (QBS) method in accordance with the procedures set out in the “Guidelines for the Employment of Consultants under the Japanese ODA Loans, April 2012”

Dhaka Mass Transit Company Limited (DMTCL) will conduct the short-listing of interested consulting firms for the above mentioned consulting services. The Lead firm must have following experiences (ongoing/completed projects) of rendering consulting services:
a) At least one experience of detailed design, tender assistance and construction supervision for an underground urban railway project with the total project cost minimum 1 billion USD in South Asia or South East Asia for the past 10 years (Each assignment i.e. detailed design, tender assistance, construction supervision may be either in 'single project' or 'separate projects') ;
b) At least one experience of detailed design, tender assistance and construction supervision for the JICA funded urban railway project with the total project cost minimum 1 billion USD with electrification design which is consistent with Dhaka MRT Line-6 during the past 10 years (Each assignment i.e. detailed design, tender assistance, construction supervision may be either in 'single project' or 'separate projects') ; and
c) At least one experience of detailed design, tender assistance and/or construction supervision in any transportation projects in Bangladesh for the past 10 years.
The EoI should specially include (along with certified English Translation if not in English):
1) The firm’s registration certificate;
2) Company profile including management, personnel, firm’s specialty, performance;
3) The latest annual report;
4) List of the rendered services for :
a) Detailed Design, Tender Assistance and Construction Supervision for the underground urban railway project (excluding LRT) with the total project cost minimum 1 billion USD during the past 10 years (on-going / completed projects);
b) Detailed Design, Tender Assistance and Construction Supervision for the urban railway project (excluding LRT) with electrification design which is consistent with Dhaka MRT Line-6 and with the total project cost minimum 1 billion USD during the past 10 years (on-going /completed projects);
c) Detailed Design, Tender Assistance and Construction Supervision for an underground urban railway project (excluding LRT) with the total project cost minimum 1 billion USD in South Asia or South East Asia for the past 10 years (on-going / completed projects);
d) Detailed design, tender assistance and/or construction supervision in transportation projects in Bangladesh for the past 10 years (on-going / completed projects); and
e) Experience in urban railway project (excluding LRT) under Japanese ODA Loan for the past 10 years (on-going / completed projects).
In the list, following information should be provided:
Clients’ name, nature of services, contract amount, man-months the firm deployed, duration of the service with commencement and completion date.
5) Summary of permanent professional employees with key qualifications and experiences;
6) Audited financial statement (Balance Sheet, Profit & Loss Account and Cash Flow Statement) for the last 3 (three) years;
7) Average annual turnover in the last 3 (three) years; and
8) History of litigation in courts or any arbitration proceedings (if any).

With all supporting documents, the EoI must be delivered at or before 2:00 PM on 09 October 2018 in sealed envelopes, marked with the “Dhaka Mass Rapid Transit Development Project (Line-5: Northern Route)” to the signatory addressed. The EoI application to be submitted two hard copies (one original and one copy) and a DVD ROM containing PDF version of EoI application.
The Short Listed consultants may undertake works in association with other consultants listed or not listed in the Short List as long as the Short Listed consultants execute a major portion of the required services.
The Request for Proposal (RFP) is expected to be issued to the short listed Firms by December, 2018. The Client will not be responsible for any costs or expenses incurred by the Firm(s) in connection with the preparation or submission of the EoI. DMTCL reserves the right to accept or reject any proposal without assigning any reason.
