| Brief Description of Assignment |
: |
Supervision of proposed road and bridge(s) construction work. The task of this consulting assignment is the supervision of the civil work contracts related to road and bridge construction. Within the task of the assignment the Consultants will be asked to review the design documentation and then carry out the supervision of the works contracts based on designs. The supervision of the works will include (i) working with the contractors to ensure an orderly start- up and timely execution of the works; (ii) a full array of quality assurance activities; (iii) co-ordination with works stakeholders; contract administration; project performance monitoring based on identified indicators and preparation of relevant reports; (v) minor designs for problems encountered; (vi) development of variation orders as needed, including scoping, independent pricing, and negotiation; (vii) communication and facilitation of communication among all necessary parties; (viii) the taking over of all finished subprojects; (ix)reporting and (x) training/knowledge transfer. |

(a) The EOI must contain information demonstrating that they are qualified to perform the services delineated above. Criteria of evaluation of the EOI shall include:
Eligibility – the firm or, in case of a consortium, the lead firm or any member of the consortium must not be included in the list of sanctioned firms by the Bangladesh Government;
Management Competence – information such as the age, legal status, reputation, organizational structure, and financial and managerial capability of the firm or the consortium shall be assessed to judge their competence;
Technical Competence – the EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets, which should be annexed to the EOI; and
HR Competence – the EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium.

Interested firms shall submit expression of interest (EOI) to the DSCC within the given time frame. The EOIs will be evaluated according to the provisions of the Public Procurement Rules-2008 Guidelines.
In a case where more than one firm forming a consortium to enhance their qualifications, the lead firm should submit the EOI. The EOI should outline the rationale for the proposed consortium, and describe how the work will be coordinated, managed, and quality control assured. They should have proven track records of management and financial solvency.
