INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
1. The People’s Republic of Bangladesh has received a credit in the amount of USD 113 million as from the International Development Association (IDA) towards the cost of Bangladesh Weather and Climate Services Regional Project (BWCSRP) to be implemented by Bangladesh Meteorological Department and it intends to apply part of the proceeds to payments for the provision of consultancy services for the project by hiring of a Consulting Firm (National) for Local Training under Bangladesh Weather and Climate Services Regional Project (Component A).
2. The Bangladesh Meteorological Department now invites sealed bids from eligible national bidders for providing Training Services under the Project.
3. The main purpose of the assignment is to: (i) design and develop customized technical and management training modules on topics i.e. Meteorology, Climatology, Agro-meteorology, Numerical Weather Prediction (NWP), ICT, GIS, Weather Radar, Ocean & marine Met, Sat. Met, Earthquake & Tsunami, Project Management, Procurement Management, Finance Management and Basic ICT etc.; (ii) organize and implement quality training based on the training modules for different training programs. Therefore, all the divisions under Bangladesh Meteorological Department (BMD) will receive training on technical and management training modules related to BWCSRP (Component-A).
4. This training will be provided to the employees of the Bangladesh Meteorological Department.
5. Bangladesh Meteorological Department will engage a firm/institution to organize and deliver Professional training for about 1,000employees from different divisions of Bangladesh Meteorological Department.
6. The assignment will ensure engagement of 1 Team Leader for 12 MM (intermittent), 24 subject specific consultants for 144 MM (intermittent to design and develop technical and management training modules, learning materials and to mobilize training programs and deliver training programs. For Foreign consultants in Numerical Weather Prediction (NWP)HPC machine, Air quality modelling and Advanced ICT, the involvement should be at least 0.5 months each during the training sessions in Bangladesh. Required qualifications, experiences and key tasks of the consultants and trainers/resource persons are provided in the ToR. |

Interested eligible consulting firms having adequate similar experience in relevant fields are hereby invited to submit EOI including, but not limited to, the following information with supporting documents:
a) Background of the consulting firm with brochures including name, year of establishment, trade licence (if any), VAT and tax payer’s identification, address, telephone number, contact person, key activities etc.;
b) Track record of the institution related to implementation of technical and management training programs and training facilities of the institution need to be included in the proposal. Preference will be given to the institution which have had experiences to conduct technical and management training under any development projects.
c) Technical competence of the firm/institute/organization including: (i) specialization vis à vis the sectorial focus of the assignment; and (iii) brief on similar projects executed during last 3 (three) years
d) Report on financial status (audited financial reports for the last three years). |

1. EOI must be submitted in standard format that may be collected from the project officeof the undersigned.
2. A firm will be selected using the Fixed Budget Selection sub-method. It is expected that the services will commence from January 2019.
