| Brief Description of Assignment |
: |
The Services include: To help BBA in processing and paying resettlement benefits for lost assets and resettlement of Project Affected Persons (PAPs) in order to prevent impoverishment (likely to be created) by the project and provide support to sustain or develop their socio-economic conditions. Resettlement of all the PAPs including the women and the vulnerable, indirectly affected persons in establishing their livelihoods and incomes will be implemented following resettlement framework approved by BBA harmonizing with the co- financier’s guidelines and experience of best practices in similar projects implement in Bangladesh.
Time period to complete the services is 36 months from the date of award of contract.

-The interested NGOs must have experience of implementing Resettlement plan successfully in similar large completed project(s) in Bangladesh. Details of the NGO services and required manpower will be mentioned in the ToR and Request For Proposal (RFP) in this regard.
- The qualified NGOs must be non-profit human welfare organization and have experience in land related survey, resettlement related activities in development projects in Bangladesh. The NGO must be registered in Bangladesh.
- For participation in the short-listing process; evidences have to be submitted by the NGOs with the EOI in support of their experience and capability to effectively implement resettlement/ rehabilitation plan in the projects.
-Only individual Bangladeshi NGOs are being invited to submit their EOI for short-listing. The capabilities of only the lead partner/NGO, in case EOI is submitted by a joint venture (JV) or associate, will be evaluated and only the lead partner/NGO will be short-listed. The EA or the Government of Bangladesh will not entertain any claim whatsoever in this respect from other partner(s) of the JV or association for not evaluating or short- listing it/ them along with the lead partner/NGO.
-The EOI should specifically include:
• Background of the NGO;
• General and overall experience of the NGO;
• Summary of experience of NGO in the required area of expertise;
• Summary of similar projects undertaken in Bangladesh;
• Summary of similar projects undertaken in the countries with similar social, geographical and economic conditions;
• Summary of similar projects undertaken in other countries;
• Audited financial reports of the NGO for the last three years;
• Nature, size, employer, location, and type of input for contracts in hand ; and
• Summary of permanent professional employees with key qualifications.

- Local, competitive, bidding procedure will be conducted and selection will be made by Quality and Cost-Based Selection (QCBS) procedure in accordance with Bangladesh PPR-2008 and co-financiers’ Guidelines on the use of NGO services. The Request ForProposal to submit detailed technical and financial proposal is expected to be issued to the short –listed NGOs in November, 2018.
- The EA or Co-financiers will not entertain any cost or expense incurred by the NGOs in connection with the preparation or delivery of the EOI. The EA reserves the right to shortlist or not shortlist any or all of the applicant(s) without mentioning any reason whatsoever.
