| Brief Description of Assignment |

The consulting services comprises the following components:
Task-1:Review and update the Feasibility /other studies and procurement documents for the Sylhet –Tamabil Road Section.
Task-2: Complete review of the Design (including revisiting the designs of high embankment sections, soft grounds, drainage, crossing bazar, villages and road cuts).Review pavement designs considering large amount of heavy trucks.
Task-3: Design of toll plaza and axle load control stations. |

The EOI should specially include (along with certified English Translation if not in English);
a) The firm’s registration certificate;
b) Company profile: including management, personnel, firm’s specialty, performance;
c) The latest annual report
d) List of rendered services in last 5 years for:
i. Feasibility Study/Detailed Design of 20 kilometer Road Projects including 50 meter or above PC Girder bridge
ii. Experience in road/bridge projects in developing countries;
iii. Experience in Multi-lateral Development Bank aided road/bridge projects.
iv. Contracts where minimum 20 kilometer of road is studied/designed.
In the list following information should be provided:
e) Client’s name, nature of services, contract amount, man-months the firm extended, duration of the service with commencement and completion date;
f) Summary of permanent professional employees with key qualifications;
g) Number of Highway and Bridge Engineers, those who belong to the firm more than a year and average working experiences (years) of those Highway and Bridge engineers;
h) Audited financial statement (Balance sheet, Profit & Loss Account and Cash Flow Statement) for last 3 (three) years;
i) Average annual turnover in last 3 (three) years; and
j) History of litigation in courts or any arbitration proceedings (if any). |

The attention of interested Consultants is drawn to Clause 4.4 of Interim Operational Directive on Procurement Instructions for Recipients, dated June 2, 2016, (Procurement Instructions) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultants will be selected under Quality and Cost Based Selection Method (QCBS) in accordance with the procedures set out in the Procurement Instructions of Asian Infrastructure and Investment Bank which can be accessed at the AIIB external website (http://www.aiib.org)
RHD will conduct the short-listing of the interested consulting firms for the above-mentioned consulting services.

With all supporting documents, the EOI must be delivered to the address at the bottom of this REOI at or before 4.00 pm on November 20, 2018 in sealed envelopes marked with “Design Review and Enhancement Consultancy (DRC) Services for Improvement Project of Sylhet-Tamabil-Jaflong Road (N1) to a 4-Lane Highway and Construction of Service Lane on both sides” to the signatory address.
The Request for Proposal (RFP) is expected to be issued to the short-listed Firms by November 30, 2018. The Client will not be responsible for any costs or expenses incurred by the Firm(s) in connection with the preparation or delivery of the EOI. The Procuring Entity reserves the right to accept or reject any proposal without assigning any reason. |
