| Brief Description of Assignment |

1. The consulting Firm will carry out a comprehensive technical and commercial feasibility study, concept planning, layout, detail drawing & design, cost calculation for establishing a modern customized Automatic CKD-Assembly Plant along with necessary production segments as Press Shop; Body Shop; Machine Shop; Paint Shop; Assembly Line including Chassis Line, Trim Line, Final Line, Quality Control; Research & Development Facility with necessary technology, equipment & software for Research, Innovation, Development Work, Working Drawing; Testing Lab for testing material & equipment; Logistic Areas; maintenance &repair shop; utilities facilities such as fuel pump station, power station, water pump station including reservoir, etc at Factory premises of Pragoti Industries Limited (PIL) at Barobkunda, Sitakunda, Chattogram (By the side of Dhaka- Chattogram Highway and Railway) in PIL’s own land measuring of about 25 acres which presently occupies 12.5 acres for the existing assembly plant and 12.5 acres are vacant land.
2. For Commercial feasibility the consulting firm has to perform financial analysis/IRR, ERR calculation & NPV (Net profit viability) analysis and also market/demand analysis which includes as follows: Market Access, SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis, Local Market Analysis, Regional Market (Nepal, Bhutan, Sri Lanka, India & Myanmar) Analysis, other Market Competition Pricing Criteria of Unit Cost & Case Scenarios, Strategy of Sales &Marketing etc.
3. Prepare a Feasibility Report (technical and commercial) which consist of a Project Brief, Plant Layout considering the logistics, body and material flow for the Chattogram Plant; Concept Planning; Details drawing & design of infrastructure according to the layout plan; Necessary tools & equipment relating to operation of the assembly plant; Financial and Market/Demand Analysis; Total estimated cost of the project etc.
4. After Feasibility study, a concrete Development Project Proposal (DPP) will be submitted for final approval to the Government of Bangladesh by PIL authority.

| Experience, Resources and Delivery Capacity Required |

1. General Experience of the consulting firm should have at least twenty five years and specific (automobile sector) experience is twenty years in conducting feasibility study in similar nature project such as establishing CKD-assembling plant and having excellent analytical skills and adequate experience in conducting field study and surveys etc.
2. Consulting firm with experience in Asia/South-East Asia region will be considered as a special qualification.
3. The consulting firm should have an adequate financial resource/ capability to perform the assignment in due time & manner.
4. The firm should have a well conversant team of specialist and having strong and proven orientation towards automobile sector for establishing automobile plant such as establishing CKD-assembling plant.
5. Eligible consulting firms are to indicate interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, proposed methodology, work plan etc)
6. Submitted EOI would be evaluated on the basis of among others the following:

? Specific Experience
? Experience of the firm in Worldwide Automobile Sector
? Experience of the firm in Automobile Sector of Asia /South-East Asia region
? Qualification and Experience of Key Experts
? Work Methodology and Project Plan
? Financial Capability of the Consultant Firm
7. The financial capability should be shown as Financial Turnover supported by audited financial reports for the last Three years.
8. The lead firm shall be liable for the entire study obligations under the contract.
9. The above mentioned criteria are an outline of overall for the prospective Consultancy Firm. However, the detailed Terms of Reference(TOR), qualification criteria, resource requirements, financial strength and all other related terms as required for rendering the consultancy services will be clearly elaborated in the Request For Proposal (RFP). This RFP will be issued only to the short listed consulting firms.
