INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
(i) developing, updating and reviewing the exisitng M&E system & guidelines, survey questionnaire and reporting formats as well as strengthen systems, tools to capture quantitative and qualitative information for the project (HILIP and CALIP); (ii) updating the physical and financial progress and carry out monthly, quarterly and annual progress reports as well as project completion report through quantitative and qualitative analysis and problem identification. Ensure timely delivery of reports to project management, IFAD and other relevant stakeholders through M&E and KMS; (iii) reviewing the quality of existing data sources and methods along with M&E and KMS. Based on this develop approaches to address identified gaps for strengthening M&E system; (iv) preparing terms of reference for consulting firm(s)/Service provider(s)/individuals to carryout project related surveys and studies; (v) updating the achievement of project logical framework and outreach (no. of direct and indirect beneficiaries); (vi) providing technical support and capacity building to field M&E staff through training and other on-site support; (vii) disseminating project knowledge products and project documents through LGED-HILIP/CALIP website, IFAD Asia Network and other print and electronic media; (viii) reporting; (ix) any other assignments. | Experience, Resources and Delivery Capacity Required |

The applicant should have a Master degree from a reputed university in relevant discipline (Social Sciences, Economics, Geography, Agricultural sciences or relevant fields). The incumbent should have total experience of 10 years of which for at least 5 years as M&E consultant/Officer in government projects/donor funded projects.
The incumbent should have formal training in M&E reporting, survey, impact study and also in similar activities for infrastructure and Livelihood intervention especially in Bangladesh. S/he should have good knowledge in computer literacy in MS Office packages and Computer based analysis tools. Fluency in both oral and written communication in English is essential. |
