INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
S-3: Financial Management Analyst
• Maintain the accounting system for the Project;
• Review and verify accuracy of information on payment vouchers for signing of checks;
• Verify and ensure the availability of funds before checks are written;
• Prepare payment vouchers before cheques are written for all Projects;
• Manage Project expenditures, ensuring full compliance with project rules and procedures;
• Assist in the Preparation of Budget estimates/allocation for Project activities etc.;
• Procure and operationalize computerized accounting system for the project for accurate and timely management of financial resources;
• Prepare disbursement forecast on a monthly/quarterly/yearly basis for the project as per requirement;
• Attend entry and exit meetings with FAPAD auditors , facilitate timely completion of audits by arranging timely submission of annual financial statement in appropriate format;
• Any other duties assigned by the PD/DPD.
S-5: Procurement Consultant
• Develop procurement plan for Works, Goods and Services under the project, and update the Plan as and when needed (at least quarterly) through the Bank’s Systematic Tracking of Procurement Exchanges system (STEP). Upload and update the procurement transactions using STEP;
• Prepare drafts to Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Invitation for Prequalification (IFP), Bidding Document, Prequalification Document (PQD), Request for Proposals (RFP) and Pre-Bid Meeting Minutes as per World Bank Procurement Regulations;
• Guide and conduct procurement in accordance with World Bank Procurement Regulations;
• Closely monitor the contract management process of the signed contracts of DPHE on behalf Project Director for proper integration of the project;
• Any other duties assigned by the PD/DPD.
S-7: Senior Water Supply Consultant
• Supervise and provide guidance to all the activities related to engineering design and construction of the water supply system;
• Revise or adjust (where necessary and appropriate) the process/hydraulic design of water supply system to retrofit actual field conditions during project implementation. This includes hydraulic analysis of the water transmission and distribution network using available and acceptable software’s, such as Water GEMS, Epanet, among others, based on the demand responsiveness;
• Assist PD in decision-making and in addressing issues related to Project implementation and in oversight monitoring of field/sub-project activities;
• Assist PD in ensuring that the Project and the sub-projects are implemented in accordance with the Project Implementation Manual, the Project Appraisal Document, the Loan Agreement, as well as related operational policies of the World Bank;
• Any other duties assigned by the PD/DPD.

S-3: Financial Management Analyst
a) Must have Master of Commerce in Accounting/Finance or MBA with major in Accounts/Finance. Candidate having fully or partly professional accountancy degree (CA/ACCA/CMA/ equivalent) will get preference.
b) Minimum 8 years of working experience in Financial Management of which at least 5 years in Managerial/Specialist position being actively involved and fully conversant with large contract payment, GOB budget, fund release and reporting formalities etc. Is fully conversant with Computerized Accounting System and has the ability to assist in implementation and customization; Skills in software installation and troubleshooting will be an added advantage.
S-5: Procurement Consultant
a) At least graduate in engineering/ procurement/ supply chain management/ commerce / finance/ business/ management/ law/environmental science or suitable equivalency.
a) At least 5 years of general experience out of which 3 years of experience as Procurement Specialist/Procurement Consultant or have had responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for works, goods and services.
S-7: Senior Water Supply Consultant
a) Master’s degree in Water Supply Engineering/Sanitary Engineering/ Environmental Engineering/Master’s degree in relevant field with Bachelor degree in Civil Engineering.
b) At least 15 years’ experience in planning; designing and implementing large-scale water supply projects, of which at least 5 years’ experience in piped water supply sector especially in Bangladesh or its adjoining regions. Strong and relevant experience in the sector; capable of interpreting hydrogeological assessments; performing hydraulic analysis and design of pipe networks (transmission and distribution) using computer-aided software (Water GEMS/EPANET, etc.).
