INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
A competent, qualified and experienced consultancy agency will be hired to assist DPHE and the municipalities in the implementation of the project in a sustainable manner. Also to increase their access to improved water supply and sanitation services and strengthen their institutional capacities for delivering improved Water Supply, Sanitation and Drainage Services.
The scope of work of the firm includes the following:
a) Enable municipalities to meeting the eligibility conditions to join the project;
b) Strengthening Institutional Capacity of Municipalities to Manage Water Supply and Sanitation;
c) Support for Institutional and Operational Sustainability;
d) Strengthening of DPHE for Water and Sanitation Sector Roles;
e) Providing technical and project management support to municipalities to plan and implement infrastructure, especially water supply distribution systems and drainage;
f) Support DPHE and municipalities in rapid mobilization and deployment of staff and resources for a quick response system to repair the WSS system in case of an emergency;
g) Help municipalities to review their Drainage Master Plan and identify critical investments to manage wastewater and prevent flooding, validate drainage pathways and potential flood mitigation mechanisms etc.;
h) Support the PMU in coordinating and implementing project activities at the national, regional (division/ district) and municipality level.

| Experience, Resources and Delivery Capacity Required |
: |
a) The firm should have at least 10 years of experience in the relevant type of services. They should have sufficient personnel having expertise and experience of providing technical services for similar type of projects;
b) Adequate experience in technical, project management and institutional capacity building support at decentralized level. The firm must have experience in managing/providing implementation support of similar type of project especially water supply distribution systems and drainage or similar infrastructure;
c) Experience in planning and designing of similar type of infrastructures for water supply distribution systems and drainage and experience in institutional development activities;
d) Having proven experience in construction supervision of similar type of activities;
e) Corporate Capacity of the Consultants (Annual Turnover, Financial Information for last 5 years).

The Expressions of Interest should include as minimum the following:

b) Brochure of the consulting firms or description of company profile;
c) Description of relevant experience with all necessary information;
d) List of professional strength with name, qualification and experience;
e) Annual turnover supported by audited financial statements;
f) Forwarding letter with detail address (i.e. mail address, telephone, fax, email) and contact person for communication.
