The Department of Social Services (DSS), under the Ministry of Social Welfare of the Government of the People’s Republic of Bangladesh currently has more than twelve thousand employees operating Nationwide. The work of the officers and staff encompasses administering and overseeing of one of the most important roles of Government. The DSS is seeking a consulting company to develop a Human Resources Management system architecture using Worldwide best practices and will be customized to address our complex needs to meet SDG goals. Detail TOR to be provided at RFP phase from project office.

"Company that submits an EOI shall be evaluated using, but not limited to, the following minimum criteria which the company or individuals, within the company, must provide documentary proof of compliance.
1. Vendors must provide proof of developing reporting and analysis of Database metrics as related to current project.
2. Vendors must provide proof of developing mechanisms to administer technical information and update rollouts.
3. Vendors must provide plan to incorporate entity relationship, and HRM management structure as developed for current project.
4. Proven implementations of administrator interface for large scale software implementations.
5. Vendors must provide development capability of developing and implementing cloud / tertiary based backend structure.
6. Vendors must provide proof of developing and implementing scalable architecture HRM/ERP tools that are platform agnostic.
7. Experience designing/ managing within the Human Resource process workflow of comparable organization such as any Department/Ministry/Division/UN/World Bank or such large organization including location, assignments, tasks, cost and duration of each assignment.
8. Demonstrable understanding of challenges in increasing technology adoption to remote/low technology areas in Bangladesh.
9. Proven expertise in secure cloud/on-site/mobile hybrid/low data bandwidth software and hardware integration.
10. Demonstrated success in program adoption in all Districts in Bangladesh.
11. Previous software design experience in respective fields.
12. JV agreement/letter (if applicable);
13. Firm’s brochure;
14. Must provide valid trade license. Incorporation Certificate, current bank solvency certificate, TIN certificate, VAT Certificate, Audit report with turnover for last three years."
