The consulting service include:
a) To review the design & drawing submitted by builder to ensure owner’s specific requirement and finalization of all constructions drawings.
b) To review drawing approved by classification Society to assure quality of all type of workmanship & services required for construction, fabrication, erection, installation, fixation to build the vessels.
c) To review specification, quality of works, origin off all materials, equipment, systems, appliances, supplies, required to construct vessel.
d) Supervision and monitoring of construction of the dredgers along with ancillary crafts and accessories from commencement date until completion.
e) To check detail specifications, standard origin of all machineries to be installed on board including main, auxiliary engine, dredge pump, hydraulic system etc.
f) To check detail specifications, standard origin of all equipment including dock equipment, engine room equipment, bridge equipment, Navigation equipment, firefighting equipment, galley equipment.
g) To check detail description of all type of systems including steering system, electrical system, control system, cooling system, fire-fighting system, blige-ballast system, fresh & seas water system, ventilation system, fuel-oil system, exhaust system.
h) To check detail description of all type of appliances including electrical appliances, life- saving appliances and accommodation appliances.
i) To check detail description of all communication equipment & maintenance tools.
j) To ensure construction and installation works in accordance with the contract agreement.
k) Submission of progress report regularly.
l) To monitor the launching of the vessels following standard launching procedure.
m) To carry out tests, trials & supervision of vessels.
n) Assist in acceptance of the dredgers, other ancillary vessels and other accessories.
o) The consultant shall also require performing any other related jobs as may be necessary to complete the assignment as mentioned above in this part.
Field of expertise shall be in Mechanical Engineering, Naval Architecture & Marine Engineering, Electrical & Electronics Engineering etc. Estimated staff-months, no. of professional staffs and field of expertise will be finalized before issuance of RFP document.
Responsibilities of Naval Architecture & Marine Engineering:

c) To check detail description of all type of systems including steering system, control system, cooling system, fire-fighting system, blige-ballast system, fresh & seas water system, ventilation system, fuel-oil system, exhaust system.
d) To check detail description of all type of appliances including life- saving appliances and accommodation appliances.

a) To review specification, quality of works, origin of plate, mechanical equipment, systems & appliances required to construct vessel.
b) To check detail specifications, standard origin of all machineries to be installed on board including main, auxiliary engine, dredge pump, hydraulic pump, hydraulic system etc.
c) To ensure construction and installation works in accordance with the contract agreement.
d) Assist in acceptance of the dredgers, other ancillary vessels and other accessories.
Responsibilities of Electrical Engineer:
a) To check details of electrical system & control system.
b) To check detail specifications, standard origin & installation of Navigational equipment, communication equipment & electrical appliances.
c) To check details of PLC system of dredger.
d) Assist in acceptance of the dredgers, other ancillary vessels, and other accessories. |
| Experience, Resources and Delivery Capacity Required |

Interested Consulting firms/organizations are invited to provide information indicating that they are qualified to perform Services (brochure of firm/organization, description of similar assignments, experience in similar operation conditions, availability of appropriate professional qualification and experience among staff, etc.).
Any intended consulting firm/organization may form association/joint venture with one consulting firm/organization to enhance their qualifications to submit a single proposal in undertaking this assignment. No firm/organization should form association/Joint Venture with more than one firm/organization.
Interested consulting firms/organizations are required to submit the following documents complete in all respects with one original and one copy:
1. Application for Expression of Interest;
2. Registration of firm/organization (Updated Trade license, Updated TIN certificate, VAT registration certificate to be submitted);
3. Age of firm/organization (Minimum 10 years);
4. Brochures & Profile of the firm/organization;
5. Experience of the firm/organization in similar task at public sector (dredger/self-propelled class vessel) within the last 10 years;
6. Consulting firm/organization must have experience at public sector to scrutinize the design of self-propelled class vessel within the last 10 (ten) years;
7. Consulting firm/organization must have experience to supervise construction of self-propelled class vessel within the last 10 (ten) years;
8. Consulting firm/organization must have a team of 15 (fifteen) nos. consultant to carried out supervision and test-trial work of the dredgers and other ancillary crafts like Tug, Crane boat, Survey work boat, Water barge, Oil barge, Pipe carrying barge etc. and other accessories and issue acceptance certificate at the time of delivery;
9. Details of all ongoing similar task & time period for completion of each work (if any);
10. Experienced & Professional manpower for each area including professional staff with experience of design and construction of class vessel is mandatory for this assignment;
11. Availability of resources (Manpower, equipment, software, transport etc.);
12. The minimum amount of liquid asset or working capital or credit facility shall be Tk. 500.00 lakh and
13. Letter of Intent/association has to be submitted if jointly applied.
Supporting documents have to be attached for all criteria.
