| Experience, Resources and Delivery Capacity Required |

• Graduate qualification (at least Gradate in engineering/ procurement/ supply chain management/ commerce / finance/ business/ management/ law/environmental science or suitable equivalency). Civil Engineering will be an added advantage;
• 10(ten) years of general experience out of which 4(four) years of experience as Procurement Specialist/Procurement Consultant or have had responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for works, goods and services;
• Specialized knowledge of procurement of goods; various forms of construction contracts; selection/ contracting of consultant services; preparation of bidding / contract documents for the international procurement of goods, works, services; public procurement policies; sustainable procurement; advanced contract management; FIDIC contracts etc. Experience in conducting large value works contract will be an added advantage;
• Hands on experience in e-GP( electronic procurement of Bangladesh Government);
• Sound understanding of principles underlying good procurement practices, procurement guidelines of international agencies and Procurement Act 2006 (PPA) and Public Procurement Rules 2008 (PPR) of the Government of Bangladesh;
• Hands on experience in the Bank’s Systematic Tracking and Exchanges in Procurement (STEP) system for prepare, clear and update Procurement Plans and conduct all procurement transactions of the development Project;
• Strong communication skills in presenting, discussing and resolving difficult issues. Ability to work efficiently and effectively in a multidisciplinary team.

The Project Director now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with Expected remuneration).
Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person.
The consultants will be selected using the selection of Individual Consultant in accordance with the current World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated in November 2018.
The services will be commenced immediately after selection at Dhaka, Bangladesh. Consultant’s contract duration will be of 60(sixty) months with possible extension of service subject to satisfactory performance to be evaluated yearly.
Expressions of Interest shall be submitted by 02/05/2019 during office hours on weekdays either in sealed envelope sent to Project Director, and be clearly marked "Expressions of Interest for Procurement Specialist”.
The procuring entity reserves the right to accept or reject all REOIs.
