| Brief Description of Assignment |

The Government of the People’s Republic of Bangladesh has received financing from the World Bank/IDA towards the cost of the “Cash Transfer Modernization Project” under the Department of Social Services (DSS),Ministry of Social Welfare (MoSW) and intends to apply part of the proceeds toward payments for the services of a Safeguards Specialist.
Scope of work:
Review the SECPF and supervise its implementation;
Assess the robustness of the consultation process required for the implementation of the SECPF;
Provide basic orientation and training to the PMU and field staff involved in project implementation;
Assist in policy dialogue with counterpart agencies;
Ensure adherence of project implementation with the World Bank’s social safeguards policies;
Coordinate with any firms assigned to carry out operational review/spot checks to monitor compliance of project implementation to the SMF and SECPF;

Educational Qualifications:
At least a Master’s Degree in a relevant field such as social sciences or other related subjects;
Safeguards Experience:
At least five (05) years of direct, relevant, operational experience and proven track record in working on Government organizations and donor funded projects, covering a broad range of social development issues; prior experience of working on IDA funded projects would be preferred;
Ability to think strategically and conduct dialogue on social development policies and priorities, while maintaining a strong sense of realism with regard to context, conditions and competing demands for resources;
Good understanding of IDA’s social safeguards policies;
Experience of working with field level and local Government officials and local NGOs is highly desirable;
Excellent spoken and written Bangla and English skills;

Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him / her-self best suited to perform the assignment.
The duration of the position will be forty-six (46) months. However, the contract period may be increased or decreased based on project needs.

Expression of Interest shall have to be submitted to the following address (in person, by mail or through email) by 20 May, 2019 by 3:30 pm and be clearly marked as “Expression of Interest for the position of Safeguards Specialist” in the email’s subject line or on top of the envelope.
