| Brief Description of Assignment |
: |
Package No.: SD-05 (Sanitation and Waste Management Consultant): a) Assist in reviewing the design of sanitation and solid waste management services during or before implementation and updating accordingly for smooth execution; b) Assist in assessment of current sanitation demand including toilets (community and individuals), fecal sludge and solid waste management; c) Supervise and guide in reviewing the detailed engineering functional design of all infrastructure components of sanitation and solid waste management services; d) Assist in finalization the site of different options of sanitation services; Provide technical supervision for quality control in construction of sanitation and solid waste management services and make recommendations for payment in the prescribed bill form; e) Any other task assigned by the Deputy Project Director as and when required.Package No.: SD-08 (Training Consultant):Provide guidance and support to the PMU in building their capacity and help preparing strategic frameworks and guidelines for capacity development initiatives; b) Carry out capacity needs assessment and identify gaps and challenges at the organizational and individual level focusing on the provisioning of basic WASH and emergency response services as well as infrastructure improvement; c) Identify different capacity development opportunities for DPHE officials and other field staffs on improved and climate resilient WASH facilities and management at home and abroad and provide guidance on suitable and effective modes of capacity development initiatives to meet the identified needs; d) Lead in the planning, development, evaluation and support solutions for effective delivery of the training courses addressing the specific skills and associated knowledge requirements; e) Identify the resources needed, develop learning objectives, organize sequencing of activities, assist in choosing learning strategies, and delivery formats in support to the NGOs and other relevant agencies; f) Provide guidance to the NGOs and other relevant agencies in programming of interactive content, developing training and knowledge management contents/materials, facilitate discussions, knowledge sharing, exchange of views with relevant stakeholders and sector actors; g) Review the training contents developed by the NGOs regarding O&M of different WASH interventions, hygiene promotion, BCC campaign etc.; h) Facilitate and support in organizing and managing training programs, workshops, study and learning visits and maintain liaison with the resource persons, public and private sector stakeholders; i) Conduct training evaluation, analyse effectiveness, identify bottlenecks, inefficiency, slippage etc. and provide remedial measures regarding capacity building affairs; j) Perform any other relevant activities/tasks assigned by the PD. |
| Experience, Resources and Delivery Capacity Required |

Package No.: SD-05 (Sanitation and Waste Management Consultant):a) Master’s degree in sanitary or environmental engineering or Master’s degree in relevant technical field with Bachelor degree in Civil Engineering; b) Minimum 8 years of relevant experience in the planning and design of sanitation and solid waste management system; c) Experience in city-level planning and working with urban community groups will be an added advantage.Package No.: SD-08 (Training Consultant):a) MBA/MBS/MSS (the preferable subjects are: Business Administration/Public administration/ Finance/ economics/ Social science/ Social Welfare/ Political Science or any other relevant subjects from a reputable university); b) 10 years of experience in development field, with at least 5 years’ experience in Water supply, sanitation, hygiene promotion, behavioural change; c) Must be a proficient planner, problem solver and proven mentor; d) Knowledge in training/event design, techniques and learning theories to be able to assess and determine the most appropriate instructional strategy for the courses for project beneficiaries; e) Ability to customize trainings to suit the needs of participants; f) Proven ability to operate effectively in complex environment, where strategic planning, problem solving and ability to optimize resources drive progress and success; g) Excellent communication skills in written and spoken both in Bangla and English is required; h) Strong familiarity with Government national water policy and WB’s Social and Environmental guidelines are desired; i) Working experience with development partner assisted government project is preferable; j) Working experience with DPHE will be an asset; k) Competence in relevant report writing. |
