| Brief Description of Assignment |

The scope of services of the Consultant will include but not limited to the following:
• Conduct capacity need assessment on BIFFL’s existing human resources and recommend capacity building activities.
• Arrange knowledge sharing session(s) with international bank(s)/financial institution(s) who has successfully implemented innovative financial products under World Bank financing.
• Conduct training session(s) for BIFFL on the aspects of due diligence process of innovative financing.
• Conduct workshop(s) on innovative financial products with banks and financial institutions in Bangladesh.
• Conduct workshop/information sharing session(s) with potential market/sponsors. |

Qualifications Requirements for Applicant:
• Minimum Post Graduation in Finance/ Accounting/ Business Administration/ Economics/ Law or an equivalent degree from reputable University/ Institutions (having relevant professional qualification will be an added advantage).
• 15 (fifteen) years general experience including 10 (ten) years relevant experience.
• Experience in organizing policy and guidelines related capacity building events, workshops and conference.
• Preference shall be given on having experience capacity assessment, capacity development plan, experience on providing product development, marketing and implementation of innovative financial products.
• Experience with development partner funded (World Bank/IFC/ADB etc.) infrastructure projects with similar role/tasks shall be given preference.
• Must have strong communication and presentation skills in English. |

The Government of the People’s Republic of Bangladesh has received financing from the World Bank towards the cost of Investment Promotion and Financing Facility II (IPFF II) Project, a project of Finance Division, Ministry of Finance & implemented by IPFF II Project Cell, Bangladesh Bank (BB) and intends to apply part of the proceeds for consulting services through BIFFL.BIFFL is now seeking to hire Individual Consultant (Capacity Building Specialist for innovative financial product) for assisting BIFFL to provide specialized technical support to BIFFL in building capacity related to innovative financial products and its successful introduction in the market with properly developed operational directives, policies, guidelines.
The detailed Terms of Reference (ToR) for the assignment can be found at the following website:https://biffl.org.bd/. Duration of employment is 18 (Eighteen) Months and the place of work shall be BIFFL at Dhaka.
The Interested Consultants should provide information demonstrating that they have the following qualifications and relevant experiences to perform the Services.
The Consultant will be selected using Individual Consultant Selection (Open-International, Contract type: Lump-suml) method following the World Bank Procurement Regulations for IPF Borrower, July 2016.
Consultants are requested to submit the following supporting documents: Letter of application; CV indicating all past relevant experience, qualification etc. ;Brief description of why the individual considers him/herself as the most suitable and how he/she will approach and complete the assignment and Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
Expression of Interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by fax, or by e-mail) by 30 May, 2019 up to 3.00 PM (Local Time). Hard copy of EOI is required (1 original & 1 copy).
The procuring entity reserves the right to accept or reject any or all of the EOI or annul the EOI process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected applicant(s). |
