| Brief Description of Assignment |

The consulting services (“the Services”) include: (i) complement and strengthen the implementing agency (LGED and DPHE) capacity to undertake behavioural change communications to create broad-based public support for the proposed project, (ii) develop and implement a robust communication strategy using multiple and suitable communication channels to generate awareness and motivate the displaced Rohingya populations to engaged in activities to benefit from the project interventions with consultation with the implementing agency, (iii) facilitate two-way communication, engagement and consultations with key stakeholders, including the refugees, host communities, religious leaders, civil society, and other government & non-government agencies, (iv) inform the affected communities, including the host community regarding the necessity and the benefits of project interventions with a focus on maintaining social cohesion, (v) address potential resistance and mitigate any evolving rsk of opposition, (vi) create broad-based consensus for the project interventions, (vii) communicate project results at local and national level. |
