INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The consultant will work as a full-time member in PIU and carry out the following specific tasks and any other activities assigned time to time by the Project Director (PD):
• To review technical aspects of various reports/deliverables submitted by consultants regarding area traffic studies, traffic signal design, junction improvements, footpath, parking etc.
• Work closely with consultants including visiting sites to ensure technical soundness of their data collection, analysis and approach.
• Perform contract management of the component of services related to traffic studies/implementation.
• Liaise with concerned World Bank Experts regarding traffic and transportation elements of the project.
• Help PIU liaise with various government authorities to ensure effective implementation including helping PD to facilitate the agreement and forming joint task-force with DMP for the traffic component.
• Contribute to PIU as directed by the Project Director related to traffic and transportation engineering.

| Experience, Resources and Delivery Capacity Required |

General Qualification and Experience:
• Graduate/Post Graduate in either Traffic Engineering, Transportation Engineering/Planning, Civil Engineering or equivalent, Civil & Environmental Engineering;
• At least 5 years of experience in Urban Transport Sector, particularly in design and supervision of traffic and transportation engineering studies including surveys, traffic demand modeling, traffic signal design and road safety assessments. Should have experience of working in at least one traffic improvement project.
Specific skills and Experience:
• Experience and knowledge in the management and traffic signal controller system and solar power system desirable;
• Should have knowledge on road safety, BRTA manuals, Traffic Signs with field training;
• Should have sound knowledge in general supervision, performs a variety of professional and technical level traffic and transportation engineering tasks including traffic system planning, design and operation, traffic control systems, and city-wide traffic safety programs.
• Strong communication skills in presenting with MS Office tools, documenting, discussing and resolving difficult issues;
• Ability to work efficiently and effectively in a multidisciplinary team in difficult work environment.
• Prior experience of working with local government agencies and in World Bank/Donor assisted projects will be encouraged.

The Project Director now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to submit information indicating that they are qualified to perform the services (complete CV, attested certificates, Expected remuneration & Submission letter).
Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person.
The consultants will be selected using the selection of Individual Consultant in accordance with the current World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated in November 2018.
The services will be commenced immediately after selection at Dhaka, Bangladesh. Consultant’s contract duration will be of 60(sixty) months with possible extension of service subject to satisfactory performance to be evaluated yearly.
Expressions of Interest shall be submitted by 28/07/2019 during office hours on weekdays either in sealed envelope sent to Project Director, and be clearly marked "Expressions of Individual Traffic Signal Consultant – National (Package no DCNUP/S-19)”.
