INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The primary objectives of this assignment are providing advice to RHD in any technical matter, supervise action research projects carrying out by BRRL, assisting BRRL in conducting quality auditing, assisting in updating different manuals and specification and providing training to RHD officials.
The key responsibilities of the Technical Adviser are mentioned below:
Task-1: Providing expert advice to RHD in any technical matter. Going for field investigation, supervise laboratory work and prescribe remedy for the failure;
Task-2: Directing supervising and looking after action research projects carrying out by BRRL. Guiding and monitoring research activities, reviewing research reports;
Task-3: Assisting BRRL in conducting quality auditing as part of internal controls. Accompany audit teams to different projects/ divisions, look into the loopholes of construction and maintenance activities in accordance with the Quality Audit Guidelines and forward feedback to CQAA;
Task-4: Review pavement design practice of RHD. Converts the design indices according to traffic and climatic condition of Bangladesh, prepare a status paper to incorporate mechanistic empirical design method in road design guideline of RHD.
Task-5: Conducting training for RHD officials. 500 man-day training for RHD officials on material quality, mix design, pavement design and performance tests;
Task-6: Assisting different committees in updating different manual, technical specification and Standard Test Procedure;
Task-7: Advice BRRL and internal research committee of RHD about future research initiatives;

| Experience, Resources and Delivery Capacity Required |
: |
Specialist should be a Civil Engineer graduated from a recognized University in Bangladesh/ abroad and M.Sc. or PhD Degree on Highway Engineering is preferable. Specialist shall have at least 25 years of experience in asphalt mix design, road design, construction supervision and highway engineering. It is highly preferable that the consultant should have experience of working as a trainer/ teacher in a reputed organization. He should have vast knowledge about ASTM, AASHTO standards. Satisfactory completion of services as material and pavement engineer. Satisfactory completion of services as technical adviser in institutional development component of any road agency. He/she must have experience of conducting and supervising transportation research activities. |

Further information can be obtained from the BRRL Office from 10:00 AM to 4:30 PM in any working day
before the closing date. Applicants shall have to submit EOI with their CV and forwarding letter in sealed envelope labeled with Individual Consultant for the above mentioned position under BRRL to the office of the undersigned.
The applicant may be asked to submit/present the original copy of any certificate/document by the authority.
With all supporting documents, the EOI must be delivered at or before 5:00 pm on July 28, 2019 in sealed envelope marked with "Appointment of Technical Adviser for Strengthening of action research activities, Assisting Quality Auditing and Capacity Building of Bangladesh Road Research Laboratory for 24 (twenty four) months" to the signatory address.
The Request for Proposal (RFP) is expected to be issued to the short listed applicants by August 15, 2019. The client will not be responsible for any costs or expenses incurred by the applicant(s) in connection with the preparation or delivery of the EOI. The procuring entity reserves the right to accept or reject any proposal without assigning any reason.
