| Brief Description of Assignment |

The main objective of the consultancy service under this Terms of Reference (TOR) is to deliver the best preventive measures of rural bridges through structural review including preparing and monitoring the implementation of bridge maintenance activities and work programs as well as collect representative data through traditional/equipment based survey work for the framework of Asset Management of rural roads, bridges and buildings in LGED’s jurisdiction. The Consultants services will be commenced on around November 2019 and continue upto about 48 (forty eight) months. The Local Government Engineering Department (LGED) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
(a) General experience of the Firm(s);
(b) Experience in similar projects of compatible size, complexity and technical specialty in the required area;
(c) Financial soundness of the firm; and
(d) Staffing and logistics of the firm.
Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria:
(a) Registration paper of the firm(s); (b) VAT registration, (c) Tax Identification Number (TIN), (d) Valid Trade Licenses, (e) JV agreement/letter of intent (if applicable); (f) Firm’s brochure; (g) Audited financial reports for last three years; (h) service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc.). Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. It is preferable to limit the maximum number of firms up to 03 (three) in an association including the Lead Firm.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
