| Brief Description of Assignment |

Holyday mor-Bazarghata-Larpara (Bus Stand) is one of the busiest main streets of Cox's Bazar city. The road length is 5.2km and width of the road varies from 7.1m to 7.8m. Most of the time traffic congestion occurs in this road due to heavy volume of traffic and inadequate width of the road. To reduce the traffic congestion and facilitate present & future demand, the CoxDA has taken initiative for construction and widening of Holyday Mor-Bazarghata-Larpara (Bus Stand) main road with modern facilities. The assignment of this Consultancy services (the Services) is to provide technical assistance to the executing agency of CoxDA in detailed design, documentation, survey, soil investigation and construction supervision for the improvement and widening of Holydaymor-Bazarghata-Larpara road in Cox's bazar sadar area. The civil works comprise of construction/re-construction of 5.2km road; Widening & increase the height of the road: construction of 6 nos 15m Box Culverts and 6 nos 30m Box culverts; construction of 10.40 km RCC drain with duct line for cable & 3.60 km RCC Service drain;construction of public toilet & shaded public sitting facilities; construction of cycle stand with control room; construction of 3 nos foot over bridges; associate structure/facilities for WiFi connection & CC Camera; Landscaping and Beautification Works. The services to be provided by the Consultants will include but not necessarily limited to, PHASE 1: a) Preparation of detail architectural & engineering design draiwings. b) Preparation of BOQ, specifications, Tender documents, d) assist client in evaluating tenders for selection of contractor's; c) Conducting soil investigation, detail topography & engineering survey' socio-enviromental impact study. e) Conduct comprehensive supervision of project implementation activities carried out by the contractor to ensure total compliance with the drawings, technical specifications and various stipulations in the contract documents, f) Assist project authority and field level officers in project planning, monitoring, reporting and financial management, g) Assist to review and check contractor’s invoices verifying the measurement and calculations and the sufficiency of the supporting documents. Also certify the contractor’s eligible payments; h) Provide support in contract closing activities including dispute/claims resolution/ arbitration, if any. | Experience, Resources and Delivery Capacity Required |

The applicants must have 15 years relevant experience in the field of design, documentation and construction supervision works. The consulting firm (lead firm in case of JVCA) should have experience in preparation of road construction/rehabilitation designs and construction supervision in at least two contracts, that has been completed within the last 10 (ten) years and that is similar to the proposed consultant services by physical size, nature of works, complexity, methods and technology. The associated firm(s) of JVCA if any must have experience of rendering consultancy services of design, documentation and supervision of architectural and beautification works within Last 10 (ten) years. |

The consultants are to provide information to demonstrate that they are qualified to perform the services by submitting their company’s brochure, summarizing the firm's organizational details including key personnel, facilities, areas of expertise, managerial strength, financial capacity & yearly turnover of the firm for last 5 (five) years, description of past experience in Project Data Sheet (PDS); a list of past and present assignment of similar nature & operating conditions; availability of appropriate professional staff showing their qualification and experience etc.; and any other information that may show the applicant’s ability to carry out the assignment satisfactorily that shall demonstrate the firm’s reputation as a professional body & its reputation for maintaining a satisfactory relationship with the client. The Employer shall not be responsible for any costs or expenses incurred by the firms in connection with the participation or delivery of the EOI.The procuring entity reserves the right to accept or reject all the Expression of Interests (EOIs) without assigning any reason. |
