Brief Description of Assignment |

Dhaka’s traffic problems are well known, leading to a concerted effort by Government to take major steps toward improving mass transportation and mobility in the city. The objective is to develop an integrated public transport network in Dhaka in line with the Revised Strategic Transport Plan (2016) to increase access to efficient public transport, aiming to arrest the growth of private car use and also significantly improve the quality of transport in terms of travel efficiency, safety and reliability.
The Government of the People’s Republic of Bangladesh is in the process of receiving an advance from the World Bank towards the cost of project preparatory activities of the proposed Dhaka Public Transport Improvement Project (DPTIP), to be implemented by the Roads and Highways Department (RHD), Dhaka North City Corporation (DNCC) and Bangladesh Police (BP). For the project preparation phase, Roads and Highways Department (RHD), here in after called the “Employer” and intends to invite proposals for Communication Consultant from eligible national consultancy firm to prepare communications assessment, strategy and action plan of Dhaka Public Transport Improvement Project and associated tasks.

Experience, Resources and Delivery Capacity Required |

The RHD now invites eligible national consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications, resources and relevant experience to perform the Services. The short listing criteria are: (i) General experience of the firm(s); (ii) Experience in similar projects of compatible size, complexity and technical specialty in the required area; (iii) Financial soundness of the firm; and (iv) Availability of qualified staff resources and logistics with the firm.
The Consultants are requested to submit the following documents in support of the above-mentioned criteria: (a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc.); and (f) evidences of availability of relevant qualified professionals with the firm.
Consultants may associate with other national firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Such joint venture or sub-consultant should have real and well-defined inputs to the assignment and it is preferable to limit the total number of firms to a maximum of four.

The consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016, revised November 2017.
It is expected that the services will be commenced tentatively in October 2019 and will be completed in March 2020. Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in RHD’s website (www.rhd.gov.bd).
EOIs need to be submitted in a sealed envelope (either in person or by mail) to the following address by 05:00 pm, September 30, 2019 . Please clearly mention “Expression of Interest(EOI) for Selection of Communication Consultant(National), Package-RHD-PPF-S13” on top of the envelope.
