INFORMATION FOR APPLICANT

Brief Description of Assignment : The Department of Social Services (DSS), under the Ministry of Social Welfare of the Government of the People’s Republic of Bangladesh currently has a huge number of employees operating Nationwide up to the union level. The work of the officers and staff encompasses administering and overseeing of one of the most important roles of Government. The DSS is seeking a consulting company to develop a Human Resources Management system architecture using Worldwide best practices and will be customized to address faster workflow process, bring transparency, accuracy and career development through all personal records. Detail TOR to be provided during RFP phase from project office.
Experience, Resources and Delivery Capacity Required : "Company that submits an EOI shall be evaluated using, but not limited to, the following minimum criteria which the company or individuals, within the company, must provide documentary proof of compliance: 1. Proven Experience Development of Secure Cloud Based Human Resource Software for large organizations, greater than 5,000 employees such as Government of Bangladesh, National/ International NGO, large industry etc. 2. Demonstrate understanding of DSS top down Human resources structure, number of employees, number of facilities, geolocation of facilities and their challenges. 3. Experience in development of platform agnostic RDMS structure that can address current needs and incorporates flexibility for platform migration. 4. Demonstrated understanding strategies of integrating secure hardware/ telecommunication technologies, mobile/ desktop application, and bandwidth usage to address rural/ low bandwidth geographic locations. 5. Experience developing bi-lingual (English, Bangla) Human Resource software accessible across multiple mobile/ desktop operating systems. 6. Must include evidence of relevant Software Development (Contract paper, Work order and Completion certificate) of minimum 02 (two) within the last 05 years valued at minimum 01 crore each. 7. Capability of rapid development of software based on pre-determined design, architecture schema, interface design, integration of security, scalability, and data quality. 8. Capability of rapid development of integration of existing national, departmental databases. 9. Interested company must provide limited access to live/ running cloud-based HR software for duration of EOI evaluation. 10. Proven experience conducting Training of Trainers (TOT) for government and/or nongovernment organizations. 11. Expertise in developing awareness campaign, training material, quantifiable adoption metrics for all levels of stake holders nationwide, media partnership preferred. 12. Documented success in program adoption in all rural Districts in Bangladesh. 13. Joint Venture is allowed according to PPR, 2008, ‘Responsibility Matrix’ of task distribution is mandatory. Must provide valid trade license. Incorporation Certificate, current bank solvency certificate, TIN certificate, most recent Income Tax confirmation certificate, VAT Certificate, Audit report with 02 crore taka turnover per year for last three years."
