| Brief Description of Assignment |
: |
The M&E firm will mainly be responsible for the design, coordination and implementation of the monitoring and evaluation framework, research, and offering policy options to identify and analyze the policy and implementation gap. The firm will develop baseline M&E framework analyzing direct and indirect data for the LDC sensitive criteria and indicators for smooth and sustainable graduation. |
| Experience, Resources and Delivery Capacity Required |

The interested consulting firm should provide evidence of the following in their applications:
• It shall have the legal capacity to enter into the contract with at least 05 years of experience in the field of economic and social researches;
• Evidence of delivering similar type of services to government (in Bangladesh and/or South Asia), with at least two such assignments on related field;
• Reputation of an international standing in the delivery of credible analytical report, with minimum five years of experience;
• Proven analytical and academic credibility and ability to draw on international experience in related field;
• A strong background of working at the policy and advocacy level;
• The firm must have their audit reports for last three (03) financial years;
• Required Documents: The firm/company must submit the following documents: Company Registration, Up-to date Trade License, Income Tax clearance and VAT Registration Certificate; Audited Financial statement (last 03 Years) and Bank solvency certificate; Company Brochure and service experience record (including nature, total cost, total input in terms of man month, employer, location etc.)

Expected term of contract is 52 months. The expected date of commencement is 1st January, 2019 and completion 30 May, 2024.The consulting firm shall submit 2 (two) copies of Expression of Interest (EOI) (One original and one copy) and one soft copy (in MS word) in sealed envelope; clearly marked “EOI for Monitoring and Evaluation Consultancy for Sustainable Graduation Project” to the Project Director (Joint Secretary), Sustainable Graduation Project, Building#08, Room#11, Planning Commission Complex, Sher-e-Banglanagar, Dhaka-1207 on or before 14/11/2019 up to 2.00 pm. Copy of the indicative TOR may be collected from the office of the Project Director or through email: abaki_23@yahoo.com or by visiting www.erd.gov.bd. Necessary documents in support of experience & skills shall have to be submitted. |
