Qualifications & Experience:
a. Must have significant knowledge about electronic data collection system development for covering the 64 districts of Bangladesh.
b. Must have minimum 06 (Six) years’ sound experiences in database integrated web-based applications development and management in the local context.
c. Must have a proven experience to deliver at least 03 (three) similar statistical survey data collection with system development.
d. Must be experience of successful implementation of the system to rollout at least 02 (two) nation-wide project with Bangladesh Government.
e. Must have an experience of developing minimum 05 (five) mobile android apps in apps store including Government Departments.
f. The service provider should have a familiar with large quantity optimal data storage and retrieval procedures;
g. Must have a pool of domain experts capable in design and develop a secure and standardize system as well as data back and access security control management.
h. Required to submit completion certificate for similar completing works of similar nature successfully.
i. Should have valid legal entity (registration from respective government authority, Trade License, VAT and TIN Registration and others) for working in
Bangladesh.
j. Must be a Member of Bangladesh Association of Software and Information Services (BASIS).
k. Must have Audit report for the last five years. |

Handset Compatibility: The Applications must be compatible with Updated version Android of Mobile Handset Device and Web browser.
Screen Resolution: The Applications must able to fit for any screen size of Tablet PC and Mobile handset device that is support by Android and Web Applications.
Unicode Support: The Application must have Unicode Bangla language support.
Online Synchronization: The Web and Mobile apps must have the ability to synchronize with particular online server and upload data when it will connect
with the internet.
Manuals: Provide User manual, Operation manuals and Administrative manuals (Technical manual with related diagrams and design documents).
12. Warranty: Application provider company will provide the technical support during the project running time.
13. Training on the Applications: The developer must provide technically sound having trouble shooting capacity master trainer to provide hands (CAPI:
Computer Assisted Personal Interviewing) on 03 days training on the Web and Mobile Applications for BBS Officials at the Dhaka Headquarters (contains
about 90 BBS Officials) and 64 District training Centre (each training center contains about 50 enumerators/data collectors and supervisors) as well as provide
documentations and tutorials. |
