| Brief Description of Assignment |
: |
Scope of service includes but not limited to the following:
1. Operation & Maintenance of existing modern real time web based on-line centralized toll collection and weigh scales system using Oracle 11g/12c database connected with BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including transaction amount and vehicle footage) Real-Time simultaneously from Toll Plaza, RHD Head Office and Road Transport and Highways Division, Ministry of Road Transport and Bridges for next 3 (Three) years and any subsequent renewal period thereof in accordance to the allowed provisions under PPR 2008 and PPA 2006;
2. The above system should be fully operational and functional for all the time (24/7) within the contract period;
3. RFID based pre-paid toll smart cards and wind shield tags to enable "Touch-and-Go" and "Fast Track" Toll Collection System at Two Toll Plaza of Meghna Bridge and Meghna-Gomoti Bridge;
4. This system should facilitate for the RHD to monitor collection and deposition of daily collected amount at RHD head quarter and Site Offices simultaneously;
5. An effective and efficient gate-way shall be developed by the service provider so that all information remains available both at service provider’s site and RHD’s site;
6. RHD shall provide Toll Booth and space for Bank Booth/Bank Authorized Agent Booth for deposit the Toll;
7. Ensure total backup support and supply of necessary equipment from ready stock for smooth operation of toll management and collection system for 24/7 basis;
8. Service Provider shall provide daily account statement of Toll Collected accompanied by a summary statement and compiled statements of Collected Toll on monthly basis to respective RHD site Office and Head Office;
9. Beautification and maintenance of both Toll Plazas including Toll Operators and Administrative Staffs Accommodation, Security Staffs Accommodation, barracks, VIP guest rooms, cleanliness, lightings and other related tasks as and when required;

1. Background of the firm(s) with general experience and overall experience including company's brochure;
2. Experience of the Firm’s in similar assignment as follows; Completed during the last 10 (ten) years Project.
a. Experience in Operation & Management of real time web based on-line centralized toll collection system of highway / expressway / bridge / flyover / railway completed over a period of last 10 (ten) years Project.
b. Experience in Operation & Management of real time web based on-line centralized toll collection of weigh station system over a period of last 10 (ten) years Project.
3. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) and availability of the resources & demonstration capacity to carry out such assignment;
4. Financial capability & administrative/Managerial strength:
a. Average annual turnover shall be greater than BDT 10 crore of the best 03 (three) years in the last 5 (five) years including audit report;
b. The minimum amount of liquid assets or working capital or credit facilities shall BDT 5.00 crore;
c. Company's incorporation certificate, Trade license, VAT registration certificate, IT certificate and administrative / managerial structure with company’s organogram with list of staff, Membership Certificate from Bangladesh Association of Software and Information System (BASIS) or ISO certification in software development and maintenance or at least CMMi Level 3 certification in software development and maintenance or incorporate equivalent membership of similar certificate in that line.
N.B- All Certificate shall be issued by concerned authority. |
