INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
The key roles and responsibilities of ISAs are to:
• mobilize community;
• conduct rapid survey for identification of out of school children of 8-14 years age;
• identify location and venue for Learning Centers (LCs) ;
• establish Learning Centers (LCs);
• form Center Management Committee CMCs ;
• prepare list of eligible out-of-school children for each LCs;
• ensure enrollment of eligible children in each LCs ;
• ensure deployment of teachers and program supervisors ;
• conduct placement test of enrolled students to place them in appropriate grades;
• procure learning materials, school dresses and bags as per the approved design, specification and sample provided by BNFE;
• ensure collection of textbooks and all required materials for LCs and learners ;
• ensure regular operation of Learning Centers with quality education;
• keep update of all registers, cashbooks and vouchers;
• provide classroom/academic support in LCs;
• organize foundation and refreshers training for teachers and supervisors;
• conduct monthly staff/teachers coordination meeting;
• ensure regular monitoring and evaluation of the program,
• ensure regular learners’ assessment, grade-final exams and PEC Exam,
• support learners back to school,
• prepare time bound progress reports, statement of expenditure and submit to BNFE. |
| Experience, Resources and Delivery Capacity Required |
: |
Key eligible criteria for ISA:
a) Have financial solvency with evidence to spend at least BDT 10 (ten) Lakh for each proposed district.
b) Have valid registration from the District Social Welfare Office
c) Have well defined financial policy, gender policy and child protection policy.
d) Have audit system and audit report by a well reputed Chartered Accountant farm for the last two years.
e) Have the relevant experts on implementation of NFE programs.
f) The NGO must have well established and well-equipped office setup in the proposed working Upazilas.
g) NGO must have at least 5 years’ experience on implementation of Non-Formal Education program.
h) Have experience to work with the Government and international donors/development partners. |

1) Short listing of ISA will be done in accordance with the procedures set out in the Public Procurement Rules-2008 (PPR-2008) and approved evaluation criteria of the program.
2) RFP will be issued to the short listed ISAs.
3) Expression of Interest (EOI) shall be submitted in sealed envelope to the Procuring Entity (PE).
4) Interested ISA may obtain further information from the undersigned during office hours (9:00 am to 5:00 pm) excepting Govt. holidays.
5) The EOI will be cancelled if any fake/false documents are found in the documents submitted by the ISAs.
Special Instruction:
§ The ISAs which are not able to fulfil the above mentioned Eligibility Criteria should not submit EOI for implementing the program.
§ Each EOI content will be limited within 30 pages.
§ The interested eligible ISAs must submit the following documents with their proposal:
a. List of key professionals/experts/resource persons and staff.
b. List of field offices with address and contact person with phone number at the proposed working Upazilas/Urban Areas.
c. Attested copies of allotment/agreement with Govt./donors as evidence of working experiences on implementation of Out of School Children Education/Non-Formal Primary Education program.
d. Attested copies of audit report of the last three years.
e. Attested copies of the latest progress reports on the relevant program/activities.
f. Bank solvency certificate for at least BDT 10 (ten) Lakh for each proposed district
g. Each ISA will be entitled to submit EOI for maximum 3 (three) district separately.
h. Local NGO will get priority based on a circular issued by Prime Minister’s Office (Circular no. 03.070.022.03.00.013.2010-90(500) dated12 April 2012
