| Experience, Resources and Delivery Capacity Required |

This is a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. The vendor needs to have experience of working with e-governance projects as well as understanding the government systems and integrating individual projects as a central system in last 5 years. (Please provide work completion certificate)
2. Experience in running large-scale citizen access centric solution for service delivery and office management, public Workflow Management etc. in last 5 years. (Please provide work completion certificate)
3. Experiences on the system management with more than 5000+ Users or big data in last 5 years (Please provide work completion certificate)
4. Minimum 5 years of experience in ICT business as a registered company/entity in Bangladesh.
5. Must have valid and up to date Trade license/ Register of joint stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate (2018-19).
6. Last 3 years audited financial report.
7. Average annual turnover is minimum BDT 1 Crore in last 3 years.
8. Net working capital/ liquid asset needs to be minimum amount of BDT 60 lac.
9. Documents demonstrating the management and operational capacity of the firm (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, Trainings and Human Resource strength (Project Manager, Database Administrator, Senior Developer / Programmer, Developer, Technical Document Expert, QA Expert, Training Expert, Infrastructure Expert, Sr. Software Engineer (On Premises), Support Manager, Senior Support Engineer, Support Engineer of the organization).
10. Multiple Companies having technical and legal competency for developing such Product can bid jointly but they must have legal agreement among them where one company needs to be lead. Lead company needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR.
Aspire to Innovate Programme now invites eligible Applicants/ firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor.
Total duration of the contract is 24 (Twenty-four) months.
