INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Scope of service includes but not limited to the following:
a. Operation & Maintenance of modern real time web based on-line centralized toll collection and weigh scales system using Oracle 11g/12g database using BRTA vehicle database for automatic vehicle classification which can be monitored (all transaction including transaction amount and vehicle footage) Real-Time simultaneously from Toll Plaza, RHD Head Office and Road Transport and Highways Division, Ministry of Road Transport and Bridges for next 3 (Three) years and any subsequent renewal period thereof in accordance to the allowed provisions under PPR 2008 and PPA 2006;
b. Ensure Operation & Management of radio frequency identification (RFID) system based cashless fully automatic 2(Two) "Fast Track" Toll Lanes at Toll Plaza.
c. Operation & Maintenance of 2 (Two) Nos. of Weigh Scale at Rustampur Toll Plaza site. Weigh Scale Management System shall be guided by “Motor Vehicles Axel Load Control Station Operation Policy - 2012”
d. Ensure total backup support and supply of necessary equipment from ready stock for smooth operation of toll management and collection system for 24/7 basis.
e. This system should facilitate for the RHD to monitor collection and deposition of daily collected amount at RHD head quarter and Site Offices simultaneously.
f. Ensure Traffic Management, Safety and Security support within the project area.
g. Supply of all type’s toiletries, stationeries, cookeries etc. for toll plaza.
h. Networking with the Bank for Auto Data Transfer of Collected Toll.
i. Insurances.
j. Technology Transfer and Institutional Training. |
| Experience, Resources and Delivery Capacity Required |

1. Experience of the Firm in similar assignment Completed/ongoing successfully during the last 10 (ten) years as follows.
a. Experience in design, development, supply & installation or upgradation of online (Web-based) real time multi-station toll monitoring with electronic toll collection (ETC) system of major bridge/ flyover/ highway/ expressway with minimum contract value of BDT 02 (Two) crore in a single contract over a period of last 10 (ten) years/ ongoing project.
b. Experience in Operation & Management/Maintenance of online (Web-based) real time multi-station toll monitoring with electronic toll collection(ETC) system of major bridge/ flyover/ highway/ expressway with minimum contract value of BDT 05 (Five) crore in a single contract over a period of last 10 (ten) years/ ongoing project.
c. Background of the firm with general experience of minimum 5 (Five) years in IT related works by Authentic Documents & overall experience in/company’s brochure.
2. Experience of the Firm’s in similar assignment executing/ completed during last 10 (ten) years in similar operating System.
3. Availability of the appropriate skilled staff (list of relevant professional staff including their qualification & experience in similar nature of works) and availability of the resources & demonstration capacity to carry out such assignment.
4. Financial capability & administrative/Managerial strength.
a. Average annual turnover shall be greater than BDT 10 (Ten) crore of the best 03 (three) years in the last 5 (five) years including audit report.
b. The minimum amount of liquid assets or working capital or credit facilities shall be BDT 02 (Two) crore.
c. Company’s incorporation certificate, Trade license, VAT registration certificate, IT certificate and administrative/ managerial structure with company’s organogram with list of staff.
N.B- All Certificate shall be issued by concerned/Competent authority not below the rank of Executive Engineer or Equivalent. |
