| Brief Description of Assignment |

The broad scope of consulting services (“the Services”) include to carry out following in the project.
1. To work on behalf of RHD-PIU on all environmental management requirements under Phase I of the WeCARE Program following the requirements of the World Bank’s Environment and Social Framework-ESF, and National Laws, and monitor work of E&S agency commissioned for environmental management under Phase 1 interventions.
2. Check all associated reports, data, procedure as instructed by PIU.
3. Ensure that all environmental activities are conducted in accordance with World Bank (IDA) guidelines and GOB rules and procedure for the intended purposes. |

The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. S/he should have an appropriate post graduate degree (Master's or PhD) in environmental science, natural resources management, environmental or civil engineering, or other relevant disciplines (e.g., applied natural sciences). The short-listing criteria are:
1. Specific experience of working in the area of environmental management or impact assessment of road construction or logistics infrastructure up-gradation projects.
2. Experience in design and implementation of E&S and EMP of the road/ transportation or rural infrastructure projects.
3. Experience in World Bank funded similar projects. |

Expected date for commencement of the services is April 2021 and the tentative duration of the entire assignment is about 36(Thirty Six) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given below).
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank's policy on conflict of interest.
An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
