| Brief Description of Assignment |

The government of Bangladesh is keen to play a key role in the knowledge economy. Government is taking a number of steps to establish a competitive edge in terms of availability of skilled manpower and high quality infrastructure for attracting investors in information technology (IT), IT enabled services (ITES) and Hi-Tech manufacturing sector in Bangladesh. The Government considers that IT/ITES will be a major growth opportunity for the future and is keen to significantly increase the levels of income and employment in the IT/ITES sector by promoting local IT/ITEs Industry to grow mid/large size companies besides attracting reputed international companies to invest in the country.
BHTPA intends to enhance the skills of candidates for creating readily employable workforce to be absorbed in the information technology (IT) or IT enable service (ITES) sector in order to increase employment and self-employment opportunities for the youth of Bangladesh

The EOI must contain information demonstrating that they are qualified to perform the services delineated the criteria of evaluation of the EOI shall include.
Eligibility-
i. The Firm should have minimum 3 (three) years experience in the field of providing training services.
ii. The Firm should have specific experience in national training services for at least 2 (two) similar projects with completion certificate.
iii. The firms may form Joint Venture; in which case all firms/entities shall be jointly and severally liable for the entire consultant’s obligation under the contract. The total number of firm’s limited to accordance with Public Procurement Rules-2008.
iv. Management Competence – All information such as the company age, legal status like - company registration certificate, trade license, VAT registration certificate and up to date Income Tax clearance certificate, last 03 (three) years audit report (only summary part) reputation, organizational structure, financial and managerial capability, online platform for training and training labs of the firm or the consortium will be assessed to judge the competency of the firm/consortium;
v. Technical Competence – The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets with proven experience certificate which should be annexed to the EOI.
vi. HR Competence – The EOI should demonstrate the availability of pool of qualified and experienced manpower and trainer with the firm or the consortium.
vii. The firm may submit the EOI for maximum 3 (three) lots of any packages but it will be awarded maximum two lots. If any firm violates these rules, all EOI of that firm shall be rejected directly.
