| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-I, Jhenaidah-Jashore Highway(N7) Improvement Project and intends to apply part of the proceeds for Land Acquisition and Resettlement Consultancy Services.
The broad scope of consulting services (“the Services”) include to carry out following in the project.
1. To support, implement, and advice the RHD WeCARE PIU in Land acquisition, resettlement, rehabilitation including income restoration management of the project following the requirements of the World Bank’s Environment and Social Framework-ESF, and National Laws.
2. Check all associated reports, data, procedure as instructed by PIU
3. Ensure that Land acquisition, Resettlement and Rehabilitation activities are conducted in accordance with World Bank (IDA) guidelines and GOB rules and procedure for the intended purposes.

The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. S/he should have an appropriate post-graduate degree in Social Science/ Social Work/ Management or equivalent qualification in a related field. The short listing criteria are:
1. Specific experience of working on land acquisition, survey, resettlement and rehabilitation (LA& RR), income restoration related to road construction or logistics infrastructure projects.
2. Experience in design and implementation of Land acquisition plan and resettlement & rehabilitation plan of approved projects.
3. Experience in Donor funded similar projects.

Expected date for commencement of the services is April 2021 and the tentative duration of the entire assignment is about 36 (Thirty Six) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given below).
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank's policy on conflict of interest.
An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
