INFORMATION FOR APPLICANT

| Brief Description of Assignment |

The Engineering Consultancy Firm is to be an independent entity providing services which include the technical, contractual, legal, financial, quantity survey vetting, progress monitoring, health, safety and environmental compliance and consultancy engineering assistance to the Contracting Parties during the Project construction period.
The Consultancy Services may include, but not be limited to:
• review and monitor the Works, Works Schedule;
• review of the Project Control Plans and compliance monitoring, QA/QC for dredging and hydrographic survey, land reclamation works;
• validation/ evaluation of the Conceptual Channel Design, Design of offshore and onshore reclamation areas, QA/QC standards and specifications for the project related activities;
• monitor the health, safety and environmental compliance of the Construction Works;
• attend and minute monthly progress meetings and undertake monthly inspections, and reporting, of the Construction Works;
• develop and agree testing protocols and plans, attend tests to be carried out, monitor and review test results, modesl etc.
• participate in any dispute resolution.
The Engineering Consultancy Services is to be provided mostly on site by a team of suitably experienced and skilled experts.
The Service provider shall not sub-contract the whole of The Engineering Consultancy Services. |
| Experience, Resources and Delivery Capacity Required |

Firms wishing to express their interest in providing the above-mentioned Consultancy Services shall meet the following minimum criteria, to be considered as eligible and shall demonstrate:
1) their international experience (previous 10 years) in Dredging contract management, in capital and maintenance dredging works, in nautical expertise and in maritime design and construction works in general. International experience should include it’s involvement as the main consultant in at least 03 (three) contracts, each with capital expenditure of at least 100 Million Euro or equivallent;
2) their corporate independency with respect to Bangladesh Authorities, Dredging or Marine Contractors, Shipping Companies or any other Business Groups with stakes in the maritime industry;
3) their financial solvability and their capability, and capacity, to manage large engineering contracts (more than 8 Million (Euro/year) effectuated by their own payroll, employees, engineers and/or team-members;
4) their accreditation to ISO 9001, ISO 14001 and OHSAS 18001 (ISO 45001) or equivalent.
In addition, Candidates shall propose:
1) their integrated team of suitably qualified experts, experienced in the above-mentioned fields of specialities, fluent in the English language and committed for the whole duration of the Project;
2) their proposed Team leader, responsible for the Engineer Services; and,
3) their proposed composition of the team and career profile of each team member. |
