| Brief Description of Assignment |

The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WECARE) Phase-I, Jhenaidah-Jashore Highway(N7) Improvement Project and intends to apply part of the proceeds for Financial Management Consultancy Services.
The broad scope of consulting services (“the Services”) include to carry out following in the project.
1. To support, implement, and advice the RHD WECARE PIU for Phase – I for managing financial document and record keeping, audit support and report writing
2. Check all associated reports, data, procedure as instructed by PIU
3. Ensure that all financial management activities are conducted in accordance with World Bank (IDA) guidelines and GOB rules and procedure for the intended purposes.

The Roads and Highways Department (RHD) under Road Transport and Highways Division, ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. S/he should have an appropriate graduate degree as a minimum and a professional accounting qualification (Chartered Account/Cost and Management Accountant/Chartered Certified Accountant). The shortlisting criteria are:
1. Experience in maintaining an integrated accounting system for Project activities, utilizing standard accounting procedures.
2. Experience in preparing the Financial Management Reports and Financial Statements.
3. Experience in Donor funded similar projects.
4. Experience in using accounting application software and computerized accounting system.

Expected date for commencement of the services is May 2021 and the tentative duration of the entire assignment is about 30(Thirty) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given in the letter head).
The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's” Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020,” setting forth the World Bank's policy on conflict of interest.
An Individual will be selected in accordance with the Individual Consultants Selection (ICS)method set out in the Procurement Regulations.
