| Brief Description of Assignment |

(A) General (Detail mentioned in the ToR):
The general scope of work shall be;
For Part 1- i) dissemination of information as described in the policy framework regarding LARAP implementation procedure; ii) conducting public consultations, iii) assisting PIU/CPA and their representatives in implementation of Abbreviated Resettlement Plan and iv) Conducting Grievances redress procedure; v) Information Management and vi) Progress report.
For Part 2- i) Assisting livelihood restoration of PAPs; ii) Assisting the affected salt/shrimp farmers to find alternative land; iii) Monitoring of impact of the Project on fishery; iv) Information Management and v) Progress report

B) Qualification and Experience (Criteria for short listing purpose):
(i) The INGO shall have the demonstrated capacity to mobilize the required trained and experienced field staff.
(ii) The INGO shall have the experience in implementation of large resettlement plan like the present project
(iii) INGO must have at least ten years of working experience in the implementation of resettlement and land acquisition under externally funded development program
(iv) The INGO must be registered under the Social Welfare Department or under NGO Affairs Bureau
(v) The INGO must present certificate/s from the concerned government department/agency to verify its satisfactory performance in resettlement social/census surveys, planning and implementation of resettlement plan, monitoring and evaluation through effective management information systems and preparation of analytical reports that meet the standards of co-financiers.
(vi) The INGO shall have to present audit report for the past three years. |

C) Conditions:
For participation in the short-listing process; authenticated evidences, shall have to be submitted by the proposers with the EoI in support of their qualification, experience and capability as per clause (B) above to demonstrate their effectiveness in implementing resettlement and rehabilitation plan in large project/projects. JVCA is NOT allowed.
EOI with supporting documents must be submitted in sealed envelope marked with “Expression of Interest for Services for Implementation of Land Acquisition and Resettlements Plan (LARAP) under Matarbari Port Development Project (CPA Part).
Late submission shall be rejected summarily.
Selection will be made by (Quality and Cost Based Selection) QCBS Procedure following Bangladesh Public Procurement Rules-2008. RFP to submit detail technical and financial proposal is expected to be issued to the short-listed proposers within time frame mentioned in PPR, 2008. EA will not entertain any expense incurred by the proposers in connection with the preparation or submission of the EoI. |
