Assignment Title: Design of ITS and OFC System (SP-02)

Government of the People's Republic of Bangladesh has received financing from the World Bank for Implementing the Western Economic Corridor & regional Enhancement Program (WeCARE) Phase-1 and intends to apply part of the proceeds for the Consulting Services for Intelligent Transport System and Optical Fiber Cable System Design.
The broad Scope of consulting services (“the services”) include carrying out the tasks mentioned below along the 260 km WeCAREprogram corridor (Bhomra-Satkhira-Navaron National & Regional Highway segment, Jhenaidah-Jashore National Highway segment and Jheneidah-Bonpara-Hatikamrul National Highway segment).
1. Conduct a feasibility assessment before the nationwide deployment of purpose-built OFC along the RHD road network.
2. Identify and set technical specifications and standard operating procedures of national 'Dig Once" policy for RHD.
3. Conduct the feasibility study and Detailed Engineering Design of OFC and ITS system for the program corridor.
4. Develop technical specifications and prepare full set of Tender/Bidding Documentfor procuring Supervision/implementation consultancy services for ITS and OFC system implementation over programcorridor.
5. Develop technical specifications, prepare full set of bidding document and detail design for civil/other Works for implementing OFC and ITS system for the program corridor.
6. Business models for OFC operation.
7. Institutional development proposal for operation and maintenance of RHDs OFC and ITS system.
Expected date for commencement of the services is July 2021 and the tentative duration of the entire assignment is about 18 (Eighteen) months. The Roads and Highways Department (RHD) under Road Transport and Highways Division Ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Consultancy Firms to express their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The qualifications and experiences for short listing are:
1. Experience in feasibility study of ITS and OFC in highway Projects
2. Experience in design and implementing Intelligent Transport System(ITS).
3. Experience in design and implementing Optical Fiber Cable(OFC) system in Highway Projects.
4. Experience in development partners funded ITS and OFC System Projects.
The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrows, July 2016 and updated in November 2020,” setting forth the World Bank’s policy on conflict of interest.
Consultancy Firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a Joint Venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Qualifications of sub-consultants will not be considered in the evaluation of EOIs for short listing purposes.
Consultants are requested to submit, but not limited to, the following supporting documents in support of the above-mentioned criteria:
(i) The Firm's Incorporation/Trade/registration documents from the country of the firm (ii) Firm’s brochures; and (iii) description of relevant assignments including nature, total contract price, employer, location of service etc.”
A Consultancy Firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

The client will not be responsible for any expenses incurred by the firm(s) in connection with the preparation or delivery of the EOI. The Executing Agency reserves the right to accept or reject any proposal without assigning any reason.
