| Brief Description of Assignment |

Community Clinic (CC) – the flagship program of the government has established to provide the basic healthcare services at door to door. There are about 13,881 CCs across the country. Major functions of this clinic are to provide essential health care services including maternal, neonatal, child & adolescent care, communicable and non-communicable diseases etc. The CC had played an important role to achieve Millennium Development Goal (MDG) in ahead of time. On the other hand Bangladesh is committed to achieve Universal Health Coverage (UHC) by 2030. Owing to reach this target, Health Economics Unit under the direct supervision of the Ministry of Health and Family Welfare (MoHFW) launched a pilot program known as Shasthyo Shuroksha Karmasuchi (SSK). The main objectives of this program are to improve access for the poor to receive healthcare services from hospitals, to reduce Out of Pocket (OOP) payment and to improve the efficiency of hospital care. The SSK has been launched at Kalihati Upazila of Tangail district in 2016 which was later expanded to Ghatail and Madhupur upazila in 2017. A set of specific healthcare services have been provided to the poor through Upazila Health Complex. As, CCs are situated at the door of the community, integration between CC and SSK would help to improve access for the poor to receive healthcare services from hospitals. Therefore, HEU has decided to conduct a study on “Strengthening Health System in Rural Setting: Feasibility and Model Designing of integration of CC and SSK”. The purpose of this study is to explore the Feasibility of Integration between these two as well as to develop a model for the integration. The results of this study will help to integrate the CC with SSK that lead to achieve UHC in Bangladesh. |

To be selected, the organization must have the following:
• Familiarity with the health, nutrition and population sector program
• Extensive expertise on healthcare related exercises
• Proven ability to manage and conduct large data set
• Expertise in use of STATA/SPSS statistical software for data analysis
• Proven expertise in quality report writing & policy recommendations in English
