INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Procurement Consultant will be considered as a member of the Project Implementation Unit (PIU) and he will provide advises and services for proper implementation of the procurement related activities. Major works of the Procurement Consultant are as follows:
• The consultant will process project related procurement including other activities under the supervision of the project director;
• The consultant will assist to prepare procurement specifications;
• The consultant will prepare and update Procurement Plan;
• The consultant will accomplish procurement process of the project though the e-GP portal of C.P.T.U;
• The consultant will provide services to PIU for preparation of different files (Tender, TOR, RFQ, Evaluation Report, Contract and other procurement related files) related to procurement;
• The consultant will provide advises on different ideas, policies & working methods related to procurement of the project. The consultant will accomplish project related procurement activities (preparation of all kinds of National and International Tender documents, tender notice, review & evaluation, preparation of NoA and work order and reports) in light with the Public Procurement Act 2006 (PPA) and Public Procurement Rules 2008 (PPR);
• The Consultant will monitor proper and timely implementation of project procurement plan and he will bring the deviations to the notice of the project director and provide advises for what to do in those regard;
• The consultant will prepare quarterly procurement reports; and
• The consultant will work as the Coordination with the project PIU and the Ministry. |
| Experience, Resources and Delivery Capacity Required |
: |
• At least a Master’s Degree with Honours in Commerce/Accounting/Mechanical/Finance/Management/Procurement or any other related fields from any recognized University;
• Should have professional degree on Procurement matters;
• Having at least 10 (ten) years working experience on procurement of the projects of Bangladesh Government or any International Organization;
• Expert in preparation of different files (Tender, T & R, RFQ, Evaluation Report, Contract and other procurement related files) related to procurement.
• Having clear ideas on the guidelines, strategies and laws related to procurement;
• Having clear ideas on technological and commercial matters related to procurement of the project; and
• Expert in inspection of equipment produced by National and International Producers and Suppliers in respect of the preparation of specification and tender documents; |
