INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Consulting Services (the Services) include providing but not limited to the following:
1. To prepare projects operations manual that will include a detailed description of how activities linked to Disbursement Linked Indicators (DLIs) will be monitored and evaluated, including assigned roles and responsibilities for data collection, analysis, reporting, evaluation and use within certain timeframes at the Project Implementing Entities (PIEs) in the Bangladesh Economic Zones Authority (BEZA) and the Bangladesh Hi-Tech Park Authority (BHTPA);
2. To prepare templates for each of the DLIs so that BEZA and BHTPA can report on achieving the DLIs using the templates;
3. To propose and agree with the World Bank and Economic Relations Division (ERD) the methodology and timing for conducting the independent verification of each DLIs, and Program Action Plan (PAP) outlined in the Terms of Reference (ToR);
4. To develop relevant data verification and assessment tools and pilot them;
5. To develop the independent verifiers’ verification protocol at the implementers;
6. To develop a work plan with details of how all the various tasks, sub-tasks, and activities will be undertaken including specific timelines for each task;
7. To analyze the effectiveness of the DLI program, including strengths and weaknesses, and potential solution for the implementation success;
8. To review monitoring reports from PIEs and to independently measure the DLIs included in the (Development Project Proposals) DPPs of PIEs of the PRIDE Project;
9. To provide an independent assessment and verification of the DLIs and determine whether they have been achieved;
10. To document and verify the utilization of funds against allocated amount in respect of each DLI;
11. To verify the compliance of fund utilization against each DLI;
12. To assess whether certain Program Action Plan items have been complied with;
13. To provide with half-yearly report with the measurement and verification assessment of the DLIs and assessment of the PAP actions to ERD, PIEs and the WB;
14. To verify the Project Development Objectives (PDOs) indicators on the basis of DLIs. |
| Experience, Resources and Delivery Capacity Required |
: |
The Firm should possess:
• At least 10 years general experience as a professional services consultancy firm, with at least 2 programmatic audits of physical outputs and verification of program results in the last five years in Bangladesh or in the region or in other countries outside Bangladesh. The referenced specific experiences should be similar, in terms of complexity, nature and amount. Consultants will submit certificate of incorporation/registration papers and the copies of engagement like the Name of the Project, Location of Service, Work Order, Contact Document, Contract Value and Completion Certificate to demonstrate their experience.
• Previous experience with verification of disbursement linked indicators for World Bank projects will be considered an advantage.
• Demonstrated analytical and documentation expertise in English. The experiences of the firm in similar tasks/assignments will have to be submitted along with experience in similar nature and/ or complexity including cost and duration of assignment etc. as per Annexure-1;
• The entity must be legally registered under appropriate authority in Bangladesh or the country of origin where the firm is registered. The contract awarded to a firm shall have to open an office in Bangladesh in contract management stage if not existed earlier. |

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers July 2016, Revised November 2020 (Procurement Regulations), setting forth the World Banks policy on conflict of interest related to the assignment as per paragraph 3.17 of the Procurement Regulations.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, each member of the joint venture should have specific experience in at least some of the similar activities indicated above for at least 05 (five) years, and all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
