This is a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Minimum 5 years of experience working with Government Agencies/UN Agencies/ International Development Agencies/ Projects (Please submit work completion certificate and contract copy of the same) of Contents Development, Content Design, Photojournalism, Photo documentation, event management, brand activation etc.
2. Must have valid and up-to-date Trade license (2020-2021)/ Register of joint stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate (2019-2020).
2. Minimum average annual Turnover BDT 50 lac for last 2 years.
3. Must have minimum amount of liquid asset in form of credit line or working capital shall be BDT 20 lac.
4. Work samples- Please compile relevant examples of your content development, design, brand activation work, event management, photography including the following items: - multipage publications with text, photos, charts, and info graphics or more samples of info graphics or similar original illustrative designs or more distinctive cover samples - 5 detailed samples of products that best display your range and creativity.
5. The firm should use latest professional equipment’s for photography and photo processing. A2i will not provide camera, laptop/computer or any other equipment. (Provide a list of equipment’s).
6. The firm should demonstrate experience in producing photo stories/essays, photo books, photo exhibitions, etc. (Must submit experience certificate along with sample of work).
7. The firm must have its own printing house or have a contract with a printing house capable of producing highest quality printing (authorization/contract agreement with the printing house is required)
8. The firm must have a dedicated team for all 3 components as mentioned in the ToR (Project Manager-1 position, Content Writing team lead-1 position, Content Writers-3 position, Creative Head-1 position, Designers-2 position, Brand Executive-2 position, Lead Photographer-1 position, Photographer-2 position.) (Submit CV & Portfolio for all mentioned position)
9. Multiple Companies having technical and legal competency for developing such Products can bid jointly but they must have a legal agreement among them where one company needs to be master. The Master company needs to fulfill all conditions mentioned in this ToR. A joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR.
Aspire to Innovate Programme now invites eligible Applicants/firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor.
Total duration of the contract is 18 (Eighteen) months.
