| Brief Description of Assignment |
: |
Design & Estimation work for Construction of Staff Quarter at Polashi, Dholpur, Islambag, Bania Nagar & Ekrampur which includes-
(a) Carry out feasibility study to find out alternative options which may yield higher benefit and also fulfilling DSCC’s need.
(b) Assess functional and architectural needs of DSCC and holding Information Exchange Meeting (IEM) with DSCC management personnel regarding different utilities and floor space;
(c) Carry out digital topographic survey for capturing Site-Plan and surrounding features; where the consultant may propose alternative options resulting optimum benefit for DSCC.
(d) Prepare Visionary Plan for present and future infrastructure requirement for kitchen market;
(e) Prepare the work schedule (Gantt Chart) for monitoring the implementation progress of the Works;
(f) Carry out Sub-Soil investigation to assess soil bearing capacity;
(g) Prepare and present models showing different present and future options;
(h) 3D-Visualization and animation from GIS.
(i) Carry out detail design : Architectural and Structural, prepare working drawings for both;
(j) Prepare technical specifications, BOQ, and detailed estimate of works;
(k) Assist in tender document(TD) preparation;
(l) Assist in Evaluation of Tender Documents;
(m) Quality control of construction materials and works;
(n) Submit reports as required; and
(o) Submit completion report along with all documents (including as-built drawing, design and other engineering drawing and designs). |
| Experience, Resources and Delivery Capacity Required |

(a) The EOI must contain information demonstrating that they are qualified to perform the services delineated above. Criteria of evaluation of the EOI shall include:
Eligibility – the firm or, in case of a consortium, the lead firm or any member of the consortium must not be included in the list of sanctioned firms by the Bangladesh Government;
Management Competence – information such as the age, legal status, reputation, organizational structure, and financial and managerial capability of the firm or the consortium shall be assessed to judge their competence;
Technical Competence – the EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets, which should be annexed to the EOI;
Geographic competence – the EOI should also mention the firm or consortium’s experience to work all over the country and
HR Competence – the EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium. |

Interested firms shall submit expression of interest (EOI) to the DSCC within the given time frame. The EOIs will be evaluated according to the provisions of the Public Procurement Rules-2008 Guidelines.
In a case where more than one firm forming a consortium to enhance their qualifications, the lead firm should submit the EOI. The EOI should outline the rationale for the proposed consortium, and describe how the work will be coordinated, managed, and quality control assured. They should have proven track records of management and financial solvency. |
