a) The scope of the services of selected NGOs will be as follows, but not limited to:
(i) Activity.1: Income generation and business skills development training for ultra poor women beneficiaries
(ii) Activity.2: Skills development Training on practical nutrition, homestead vegetable production, health and hygiene, accounts keeping etc. for women beneficiaries
(iii) Activity.3: Training on Social awareness raising programme for ultra poor women beneficiaries
b). The selected NGOs in addition to the above, will also have to perform the following functions:-
(i) The concerned NGOs will develop training materials/modules for all training courses
(ii) Monitor on-going courses and submit the monthly progress report to the Project Director, RERMP -3 Project
(iii) NGO representative (s) will have to attend the monthly Coordination meeting chaired by EE at District level
(viii)The competent representative of NGO shall attend the review meeting chaired by Project Director as and when required. |

a. Legal establishment of the NGO updated TIN and VAT registration number, trade license etc.
b. Availability of key professionals to carry out the assignment including their name, date of birth, educational qualification and length of experience in year.
c. Organizational capacity of the NGO
d. Total number of full-time staff and number of staffs in payroll and list of key professional personnel.
e. Financial capacity of the NGO ( annual turnover of least 3 years )
f. Experience of similar nature of service in the required area in the past five (5) years including locations, assignments, tasks and cost and duration of each assignment, (Year counting backward from the date of EOI publication)
g. Experience in other works in the past five (5) years including location assignments, tasks, cost and duration of the assignment (Year counting backward from the date of EOI publication)
h. Organization’s Brochure.

Prospective NGO may express their interest in one or more than one package separately. If one NGO qualifies to be selected for more than one package, only one package will be awarded to sign the contract according to the serial no. of packages.
5. Short listed NGOs will be subsequently requested to submit technical and financial proposals and NGOs will be selected in accordance with the ”Fixed budget Selection (FBS)” sub-method as set out in the “Public Procurement Regulations, 2008”.
6. The applicant NGO should have: valid registration with NGO Affairs Bureau, Bangladesh, local offices in working area of the respective package; deep insight in social and cultural condition of the working area of the respective package; qualified, experienced, committed and skilled staff for training and follow-up; broader coverage within the working area of the respective Zone; adequate knowledge in savings and credit schemes and ability to manage them; and be able to write report and to have transparent accounting system; and show positive commitment to the project objectives. The NGOs not specialized in the areas of impart training to marginal people(destitute women), need not to apply.
7. Expressions of Interest (one original and one photocopy) must be submitted to “The Project Director, Rural Employment and Rural Maintenance Programme-3 (RERMP-3), LGED Bhaban (Level-10), Agargaon, Sher-e-Bangla Nagar, Dhaka-1207” in sealed envelope clearly indicating Package no at the top left corner of the envelope either by registered post or in person on or before 17.08.2021 at 2:00 pm. EOIs received after the deadline will not be considered for short-listing. |
