INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
1. Background:
The Government of the People’sRepublic of Bangladesh has received a credit (IDA Credit No.6326-BD) from the International Development Association (IDA) towards the cost of Sustainable Coastal and Marine Fisheries Project in Bangladesh (SCMFP)and intends to apply a part of the proceeds for the provision of consultancy services forHatchery Expert (Specific Pathogen Free-Black Tiger Shrimp and Golda)of the Project.
2. Scope of services and Tasks:
The Hatchery Expert (SPF-BTS and Prawn)-International shall provide pertinent assistance and technical advice as a member of the Project Management Unit (PMU) and under the supervision of the PD, PMU will be responsible for setting up and subsequent management and overall system operations for sustainability of SPF-BTS production. Details has been described in ToR

4. The Required academic Qualifications/Specialized Knowledge/Experiences are:
Qualifications:
The Hatchery Expert (Specific Pathogen Free-Black Tiger Shrimp and Golda-SPF-BTS)-International will have a Master’s degree in Fisheries Science, Marine Science/ Environmental Science or any other relevant subject
Experiences:
? 15 years experience in operation of shrimp hatcheries;
? 7 years working experience in producing Specific Pathogen Free Black Tiger Shrimp (SPF-BTS) in Asian region ther region;
? Experience in working on freshwater prawn (Macro brachiumRosenberger) will be considered as an added value;
? Experience in hatchery enhancement program planning and advising in establishing SPF-BTS hatcheries;
? Establishment of Brood management Center (BMC) for SPF-BTS-especially including its planning, designing, estimating, built and operation will be necessary;
? Analytical knowledge and capacity on environmental and social safeguards measures in establishing shrimp aquaculture, hatcheries and BMC;
? Practical knowledge having detection on disease in BTS from origin to stock (PL) in grow out system with various testing protocols viz. Polymerase Chain Reaction (PCR);
? Experience in designing an early warning system in forecasting shrimp disease outbreak;
? Managing investment activities in shrimp sub-sector projects will be preferred;
? Strong technical competencies and knowledge in establishing black tiger shrimp hatcheries and dealing with challenges and supervision capability;
? Enable to work and communicate with concerned stakeholders and fluency in English with excellent written and communication skills. |

5. Duration of Assignment:
The total duration of this assignment is for 24 months. However, the duration may be increased or decreased based on the performance of the expert, project needs, and extension of project duration and availability of finances.
6. The Department of Fisheries represented by Project Directorinvites eligibleapplicants to indicatetheirinterest in providing the services. Applicants are invited to provide information indicatingthatthey are qualified to perform the saidconsultancy services. The applicants are requested to submit application along with forwarding letter and CV. The ToR of the consultant will be available in the website of Department of Fisheries (www.fisheries.gov.bd). Applicantsmayalso obtainfurther information and collect the ToR from the office of the undersignedduring office hours i.e. 09:00 to 17:00 hours (Local time- GMT+06:00Hours) on all working days up to September 14, 2021.
7. A consultant willbeselectedfollowing the Selection of Individual Consultants method as set forth in the World Bank ProcurementRegulations for IPF Borrowers, July 2016 revisedNovember 2017.
8. Expression of interest shall be delivered (through in person or by mail or by e-mail) to the address below by 13:00 hours(Local time- GMT+06:00Hours) within September 15, 2021.
