INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Health Economics Unit is mandated to advance Universal Health Coverage (UHC) in Bangladesh. One of the major three functions of HEU is to conduct research related to UHC, and develop and provide policy support to MOHFW. Under the guidance of Line Director (LD), Health Economics and Financing (HEF) operational plan (OP), and DG HEU, the consultant will require to support HEU in conducting the following activities but not limited to: (i) Identify research areas/topics, make research plan, and conduct approval procedure from the authority, (ii) Conduct research including development of proposal, data collection tools, data entry, data analysis and writing reports, (iii) Lead and supervise research activities, (iv) Provide necessary support in outsourcing research, if any, including prepare procurement documents as per PPA 2006 and PPR 2008, review tools, documents and reports submitted by the consultants/firms (v) Take necessary steps for publications including writing manuscript, submission to different publisher etc. (vi) Prepare relevant protocol/guideline, SOP, policy brief (vii) Disseminate research finding, (viii) Organize and conduct training, workshop and seminar, and (ix) Any other work as assigned by competent authority. |
| Experience, Resources and Delivery Capacity Required |
: |
Required Qualifications:
(i) At least a post-graduation degree in Public Health, Economics, Health Economics, Development Studies, Statistics or any other relevant field;
(ii) Research experience of at least 05 years in Public Health, Economics, Health Economics or any other relevant field;
(iii) Having track record of publication in international peer reviewed journal;
(iv) Proven ability to conduct and lead social health related research;
(v) Skill in statistical software (e.g., STATA, SPSS etc.);
(vi) Excellent oral and written communication skills in English and Bengali;
(vii) Good interpersonal skills and ability to work in a Team;
(viii) Good understanding of the functions and responsibilities of the post, ability to work independently with minimum supervision;
(ix) Good computer skills and proficiency in Microsoft Office; and
(x) Excellent organizational and management skills.
Additional qualifications that will be treated as added value:
(xi) Doctoral degree in aforementioned subjects/fields;
(xii) Familiarity with current government health policies and priorities; and
(xiii) Extensive knowledge of the principles and theories of Social Health Insurance.
