| Brief Description of Assignment |

The Local Government Engineering Department (LGED) under the Local Government Division (LGD) of the Ministry of Local Government, Rural Development and Cooperatives (MLGRD&C) is going to initiate advance procurement action under approval and guidance of development partners. The LGED intends to apply the loan proceeds for the Independent Verification of Disbursement Link Indicators (IVDLI) Consultancy Services to be provided by the consulting firm(s). IVDLI Consultancy Services package will involve 100 person-months of key experts, 40 person-months of non-key experts and 288 person-months of support staffs. Major objectives of IVDLI Consultancy Services are- to act as an Independent Verification Agency (IVA) to conduct verification of compliance of selected DLI’s as well as other non-DLI’s and related indicators under the IUGIP. The consulting team will be headed by a Team Leader supported by other key, non-key experts and support staffs. |

The scope of the IVDLI Consultancy Services will include tasks related to management support and tasks related to DLI’s under the IUGIP. The DLI’s are the basis for disbursing financing. Progress towards the outcome and outputs will be tracked through 16 indicators, comprising 12 DLI’s those are linked to disbursements. The consultants from the IVA will verification of selected DLI’s and non-DLI. The IVA will agree with LGED/ADB on the methodology (in line with the verification protocols), tools, techniques, resources, and timing of work under the assignment. Depending on the indicator to be verified, the consultants may have to review documents at home office, inspect sites in the field, conduct small surveys, and hold focus group and consultations with relevant stakeholders. The consultant will be responsible for (i) preparing verification reports in accordance with the Verification Protocol; (ii) certifying the achievement of Disbursement Link Indicators (DLl’s) during each Assessment Period; and (iii) furnish such verification reports to the Program Management Unit (PMU) and the Development Partners (ADB & AFD). Only the short listed firms will be invited to submit Request for Proposal (RFQ) for Technical & Financial Proposals to be submitted later on. However, a shortlisted consulting firm will not be allowed to submit more than one proposal. If it is found that a shortlisted consulting firm submits more than one proposal as single firm or by forming JV/association with other shortlisted firms, all proposals involving that firm and also proposal submitted individually by that firm, will be rejected. Moreover, shortlisted firms will not be allowed to form JV/association with firms not shortlisted by Proposal Evaluation Committee (PEC) of LGED. |
