As part of the efforts for achieving Universal Health Coverage (UHC) by 2030, the government has developed the Health Care Financing Strategy (HCFS) 2012-2032. To ensure the access to health care services of BPL (Below Poverty Line) households by reducing out-of-pocket (OOP) expenditure and to secure them from Catastrophic Health Expenditure, in March 2016 the piloting of Shasthyo Surokhsha Karmasuchi (SSK) has been started in one Upazila and in September 2017 piloting has been extended in two more Upazilas of Tangail District. Now it has been expanded in all Upazilas including Pourashava of Tangail district and North and South City Corporation of Dhaka.
SSK is the model of social health insurance / social health protection. SSK will be implemented in all Upazila and Pourashava of Manikganj district. The Scheme Operator (SO) of the SSK will be an implementing agency to manage the SSK project at field level.
The SO will professionally conduct core SSK operations in the following areas with necessary applications of Information Technology (IT), but not limited to:
(i) Register Below Poverty Line (BPL) households. (ii) Produce & distribute SSK health cards, (iii) Operate SSK booths (iv) Provide support to the hospitals in claim preparation; (v) Implement SSK’s Information Communication Education (ICE) strategies for awareness building among SSK health cardholder households and other stakeholders. |
| Experience, Resources and Delivery Capacity Required |

The following experience are mandatory;
- At least 10 years of experience related to the managing of large public funds in urban and rural settings;
- Experience in managing health insurance or health protection schemes or contracting of health care providers.
The following experiences would constitute an advantage:
- Use of smart cards for identification of beneficiaries;
- Managing cash and in kind benefits;
- Dealing with low-income clients.
Note: Physical presence in the pilot region (Manikganj district) with offices at the sub-district level will be required.

The main applicant should be a national organization. Partnership with national firm is acceptable upon submission of cooperation agreement.
Tentative Duration from- December 2022 to 30 June 2023 CE with the option of extension up to the end of the 4th Health Population and Nutrition Sector Program. |
