| Brief Description of Assignment |
: |
The Procurement Specialist will (i) guide and support the PMO in all procurement activities of FRERMIP (Project 2), including preparation of bidding documents, evaluation of bids received and management of contracts; (ii) ensure that all procurement documents of the project are prepared for procurement on time and in accordance with the deadlines set in the Procurement Plan; (iii) take preventive measures to minimize any procurement-related complaints that may arise in close collaboration with the Project Director; and (iv) prepare in a timely manner all internal and external procurement reports, as and when required by the Project Director. |
| Experience, Resources and Delivery Capacity Required |
: |
Education: A bachelor degree in procurement, engineering, law, management, or business from a recognized institution. A post-graduate (i.e: master degree of above)/ professional qualifications/ recent trainings in procurement/purchasing/contract management is preferred.
General professional experience: Minimum 15 years of professional experience, including minimum 10 years on water (ie: flood, river, erosion, irrigation, water supply/wastewater, water resources management) or rural development infrastructure projects.
Specific experience: Minimum 10 years of professional experience on procurement-related activities, contracts management, or project implementation management. Procurement experience on water or water related rural development infrastructure projects is preferred as well as experience of working on projects financed by ADB/World Bank. Good experience in the procurement of civil works, goods, consulting services, and non-consulting services following ADB's Procurement Regulations is a strong advantage. Experience in organizational procurement policy is advantageous.
e-Government Procurement (e-GP) system experience: Minimum 3 years of experience of the e-GP system.
English language: Proficiency in written and oral English and report writing.
Computer literacy: Proficiency in using MS Word, MS Excel, and MS PowerPoint
