INFORMATION FOR APPLICANT
|
| Brief Description of Assignment |
: |
• Support to establish ‘Centre for the Fourth Industrial Revolution (C4IR)’ in Bangladesh
• Position C4IR as a thought leader in Bangladesh for all sorts of 4IR issues.
• Coordinate research/R&D on various technologies of 4IR through the Research and Innovation Centers under the project
• Support to arrange consultations/workshops with different ministries, industry associations and universities on 4IR.
• Coordinate to provide thought leadership and advisory services to different departments/ministries, private Sectors, and universities.
• Support different departments/ministries, private Sectors, and universities to initiate or scale-up 4IR projects/initiatives as pilot/prototype.
• Help to develop new courses/skills development programme in public-private universities on Artificial Intelligence, Internet of Things, Robotics, Augmented and Virtual Reality, Blockchain, Autonomous Vehicle, Big Data, Advanced Materials, 3D Printing and Synthetic Biology.
• Make liaison with other ‘Centre for the Fourth Industrial Revolution (C4IR)’ around the world.
• Establish partnership with national and international partners on 4IR.
• Involve global experts with different 4IR projects/initiatives in Bangladesh.
• Arrange national and international conferences on 4IR as mandated by the project.
• Provide significant substantive inputs on EDGE implementation plans, including advice to the project implementation team and relevant consulting firms on their area of specialization.
• Gather technical inputs from government stakeholders and provide feedback into the BCC’s planning processes.
• Assist in coordination of the activities with BCC (especially with the Project Coordination Unit’s relevant Technical Specialist), government stakeholders, industry associations and companies, tertiary institutions and relevant consulting firms hired under the project.
• Assist in development of the EDGE documents with relevant consulting firms.
• Build multi-stakeholder involvement and ownership of EDGE activities.
• Ensure that all task assigned are delivered on-time, within scope and within budget.
• Assist in the definition of scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
• Ensure resource availability and allocation.
• Develop a detailed implementation plan to monitor and track progress.
• Manage changes to the scope, schedule and costs using appropriate verification techniques.
• Report and escalate to management as needed.
• Perform risk management to minimize project risks.
• Track project performance, specifically to analyse the successful completion of short and long-term goals.
• Meet budgetary objectives and adjust project constraints based on financial analysis.
• Perform any other task assigned by the Project Director / project management as and when required. |
| Experience, Resources and Delivery Capacity Required |
: |
• Bachelor (Honours) with master’s degree in related subject.
• 10 years of working experience in the field of e-Governance/ICT.
• 3 years of working experience on 4IR.
• Working experience with the government is preferable.
• Experiences of doing partnership with national and international organizations.
• Experiences of managing projects/teams.
• Solid organizational and multitasking skills
• Excellent ICT & computer skills.
• Strong communication skills in presenting, discussing, and resolving difficult issues.
• Ability to work efficiently and effectively in a multidisciplinary team. |

Enhancing Digital Government and Economy (EDGE) Project now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with details as required). The consultant will be selected in accordance with the procedures set out in World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised November 2017, August 2018 and November 2020).
Interested applicants may obtain the Terms of Reference (TOR) from the office of the EDGE Project during office hours or download from the website www.bcc.gov.bd.
Expressions of Interest (EOI) must be submitted in written form in the address below (in person or by mail or by e-mail) by November 29, 2022, within 2.00 PM and be clearly marked “Expression of Interest for Project Manager/Specialist - Center for 4IR Operational Support”, Contract Package Number EDGE-IC13.
