INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The People’s Republic of Bangladesh has received a Credit from the International Development Association (IDA) – a member of the World Bank Group – for financing the cost of the Enhancing Digital Government and Economy (EDGE) Project, being implemented by the Bangladesh Computer Council (BCC). BCC intends to apply part of the IDA Credit for procuring the services for consulting services to be procured under the project. |
| Experience, Resources and Delivery Capacity Required |
: |
? Master's degree in Computer Science/ Data Science/ Artificial Intelligence/ Cyber Security. Further degree in business/ economics/ governance will considered as an added qualification;
? At least 15 (fifteen) years of total work experience out of which at least 05 (five) years of experience in any management role in the ICT sector;
? Experience in formulating national policies, strategies and systems, especially for the ICT sector;
? Work experience as a technical specialist in an ICT/ innovation/ digital economy/ digital government related projects being funded by any multilateral development partner will be preferred;
? Excellent ICT & computer skills;
? Strong administrative and analytical skills;
? Ability for establishing and maintaining good working relationships to facilitate work goals;
? Demonstrated results-oriented approach to work;
? Strong communication skills in presenting, discussing, and resolving difficult issues;
? Ability to work efficiently and effectively in a multidisciplinary team.
The duration of the assignment will be 48 (forty-eight) person-months. However, the duration of the assignment may be increased or reduced according to project needs and budget.

Enhancing Digital Government and Economy (EDGE) Project now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with details as required). The consultant will be selected in accordance with the procedures set out in World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised November 2017, August 2018 and November 2020).
Interested applicants may obtain the Terms of Reference (TOR) from the office of the EDGE Project during office hours or download from the website www.bcc.gov.bd.
Expressions of Interest (EOI) must be submitted in written form in the address below (in person or by mail or by e-mail) by January 15, 2022, within 2.00 PM and be clearly marked “Expression of Interest for position of Policy Advisor and Component Leader (Digital Government & Digital Economy)”. In addition, the applicants are requested to submit workable soft copy of the CV to facilitate the evaluation of received EOI.

This is for the information of all concerned that following amendment has been made of the Request for Expression of Interest (REOI) for selection of Individual Consultant for the post of Policy Advisor and Component Leader (Digital Government & Digital Economy) (Contract Package No: EDGE-IC1) in the national dailies titled ‘The Daily Financial Express’ and ‘The Daily Samakal’ December 22, 2022 vide memo no 56.01.0000.046.007.020.22-402 Date: December 21, 2022. The REOI also published in CPTU and BCC website on December 22, 2022.
Expressions of Interest (EOI) must be submitted in written form in the address below (in person or by mail or by e-mail) by January 15, 2023, within 2.00 PM and be clearly marked “Expression of Interest for position of Policy Advisor and Component Leader (Digital Government & Digital Economy)”. In addition, the applicants are requested to submit workable soft copy of the CV to facilitate the evaluation of received EOI.
All other terms and conditions will remain unchanged and this corrigendum treated as a part of the REOI. |
