| Brief Description of Assignment |
: |
The People’s Republic of Bangladesh has received a Credit from the International Development Association (IDA) – a member of the World Bank Group – for financing the cost of the Enhancing Digital Government and Economy (EDGE) Project, being implemented by the Bangladesh Computer Council (BCC). BCC intends to apply part of the IDA Credit for procuring the services of consulting services under the project. The following consultants (national) will be recruited on the basis of individual capacity: |

Project Manager/ Specialist 1 - Cloud Platform (Contract Package No: EDGE-IC5)
? A bachelor’s degree in related discipline (CSE/EEE/CS/ECE/IT).
? 8 years of working experience in the ICT sector, out of which six (6) years of experience in cloud infrastructure/Cloud based Software deployment & integration and two (2) years of experience in DevOps.
? AWS DevOps Engineer (Professional)/ or Google Professional Cloud DevOps Engineer certification is a must.
? It is necessary to have prior experience dealing with software and networking-related system architecture components.
? Comprehensive understanding of OpenStack, VMware, Nutanix and other leading cloud technologies.
? Having knowledge of the UNIX/Linux OS command line, Continuous delivery (Code deploy, Code build and Code pipeline) Observability (Application Performance Monitoring), Containers. IT Operations & Production Systems Management, Automation, Configuration management (Infrastructure as a Service-IaaS), Software as a Service (SaaS), Platform as a Service (PaaS), Tools as a Service (TaaS) etc.
? Having knowledge of other CI/CD tools like GitHub, Jenkins, GitLab, Spinnaker, Travis or others.
? Ability to work efficiently and effectively in a multidisciplinary team.
Project Manager/ Specialist 2 - Cloud Platform (Contract Package No: EDGE-IC6)
? A bachelor’s degree in related discipline (CSE/EEE/CS/ECE/IT).
? 8 years of working experience in the ICT sector, out of which six (6) years of experience in the Network Infrastructure/ System Administrator/cloud infrastructure.
? AWS Certified Solutions Architect (Associate/Professional)/ Microsoft Certified Azure Solutions Architect Expert / Google Professional Cloud Architect /Red Hat Certified Architect Certification will be a plus.
? Competence to create and manage safe virtual environments is a must.
? It is necessary to have prior experience dealing with software and networking-related system architecture components.
? Comprehensive understanding of OpenStack, VMware, Nutanix and other leading cloud technologies.

? A bachelor’s degree in related discipline (CSE/EEE/CS/ECE/IT).
? 8 years of working experience in the ICT sector, out of which five (5) years of experience in cyber security and two (2) years of experience in cyber security capacity development at national level or with multi-national corporations.
? CISSP/CISM certification is preferable.
? Proven working experience in project management
? Solid organizational and multitasking skills
? Ability to work efficiently and effectively in a multidisciplinary team.
Project Manager/ Specialist - NEA (Contract Package No: EDGE-IC10)
? A bachelor’s degree in Computer Science and Engineering.
? 8 years of working experience in the ICT sector, out of which five (5) years of experience in software development, systems analysis and designing.
? Experience in architecting and managing large enterprise-wide information system.
? Work experience in service-oriented architecture (SOA) based software development, Enterprise Service Bus (ESB) implementation, and preparation of NEA Standards is mandatory.
? Having a working and knowledge-sharing experience with Bangladesh National Digital Architecture. e.g., participated in the exercise conducted by BNDA, attended training, workshop seminar of BNDA.
? Must have experience in implementing NEA or EA in at least two projects.
? TOGAF certification will be an added advantage
? Working in an open-source SOA suite and WebRTC tools/technologies will be a plus
? Ability to work efficiently and effectively in a multidisciplinary team.
Project Manager/ Specialist - Change Management (Contract Package No: EDGE-IC14)
? Bachelor’s degree in any discipline.
? 10 years working experience in Bangladesh Civil Service out of which 5 years working experience in Change management is preferable.
? Proven working experience in a Govt. Training Institution.
? Working experience in change/stakeholder management will be given priority
? Fluency in written and spoken English
? Solid organizational and multitasking skills
? Excellent ICT & computer skills.
? Strong communication skills in presenting, discussing, and resolving difficult issues.
? Ability to work efficiently and effectively in a multidisciplinary team.
The duration of the assignment will be 48 (forty-eight) person-months. However, the duration of the assignment may be increased or reduced according to project needs and budget.

Enhancing Digital Government and Economy (EDGE) Project now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV with details as required). The consultant will be selected in accordance with the procedures set out in World Bank’s Procurement Regulation for IPF Borrowers (July 2016, Revised November 2017, August 2018 and November 2020).
Interested applicants may obtain the Terms of Reference (TOR) from the office of the EDGE Project during office hours or download from the website www.bcc.gov.bd.
Expressions of Interest (EOI) must be submitted in written form in the address below (in person or by mail or by e-mail) by January 18, 2022, within 2.00 PM and be clearly marked “Expression of Interest for position of …………………………”. This is for the information of all concerned that following amendment has been made of the Request for Expression of Interest (REOI) for selection of Individual Consultant in the national dailies titled ‘The Daily New Age’ and ‘The Daily Kaler Kantho’ December 27, 2022 vide memo no 56.01.0000.046.007.024.22-407 Date: December 26, 2022. The REOI also published in CPTU and BCC website on December 27, 2022.
